You will find that we have several openings ranging from administrative to clinical positions in a variety of service areas and settings in Southern California. We have over 30 outpatient behavioral health locations nestled throughout our communities located in Kern County, Los Angeles County, Orange County, and San Diego County.
Salary Range : $140,000 - $150,000
Summary:
The Executive Director is responsible for the overall operations of California.
The Executive Director is responsible for the oversight of all operational, administrative, clinical, and financial functions. S/he will lead and organize state and regional budgeting efforts to ensures that the state and regions perform to budget targets, including reforecasting and annual budgeting duties. S/he will collaborate with Corporate Finance leadership to develop and implement the state and regional annual budget and report monthly variances during Monthly Finance Review meetings. S/he will lead and organize rate and contract negotiations and collaborate with Director of State Operations on procurement of new and existing contracts.
The Executive Director is responsible for developing the organizational structure for the California operations and assumes responsibility for, will oversee, and remediate deficiencies associated with contracted services, and will act as a liaison between shared services departments and all programs to preserve the standards of operation established by the company including making certain all budget and financial projections are achieved.
The Executive Director will oversee the ongoing development and monitoring of programs, policies, procedures, and practices in keeping with Clarvida' standards, Federal, State, and Local standards and regulations, and payer standards and regulations. In conjunction with Clinical State Director, s/he will ensure clinical operations and improvement plans are in place in order to ensure clinical excellence is achieved, including programs provide current best practice models of care. S/he ensures that the state and national teams provide continuous oversight and support to all California programs, including quality improvement/quality assurance, risk management, clinical excellence, performance outcomes data analysis and support, billing oversight and guidance, program fiscal efficiency and profitability, personnel management, retention, recruitment, and representation at national, state, and local events.
The Executive Director is responsible for state and regional leadership which includes, and is not limited to, supervision of clinical and administrative staff, hiring leadership and administrative positions, conducting onboarding, training, supervision, coaching/mentoring, and performance evaluation. The Executive Director works collaboratively with the local and national human resource directors, staff, and legal counsel to ensure compliance with federal and state employment laws and regulations and resolve employee issues while managing overall risk to the company. The Executive Director participates in decision making at all levels to ensure compliance.
The Executive Director maintains positive company, community, payer and client relations and presents information of Clarvida - CA services as required. The Executive Director continually looks for growth and development opportunities by staying abreast of proposal opportunities, performing external marketing and referral development activities by coordinating and collaborating with state admin team to constant review of procurement sites, supporting regional participation on local boards and advocacy groups, and networking with payers and community organizations. S/he actively participates on, and contributes to, national corporate initiatives and committees and encourages state, regional and local leadership to take ownership of activities that support the company's mission, vision, and values.
The Executive Director performs other assigned duties supporting development of service and operational growth in California. The selected candidate must reside in CA. This is a hybrid position requiring travel to all programs in the state.
Essential Duties/Responsibilities

  • Personnel oversight and management for state, regional, and field operations

  • Experience in program development, implementation, and management
  • Lead business development by identifying, creating and implementing business and growth strategy for the entire State; including pursuit of new lines of business and RFP (request for proposal) opportunities; successfully negotiating new and existing contracts with payers; pursuing program expansions; and securing RFP rebids on existing lines of business.
  • Knowledge of managed care and/or government contracts, payers and funding sources
  • Provides leadership in the assessment and direction of new business development opportunities, which include researching grants available for applicable service programs and assist with initial phase of program implementation for contracts/grants awarded
  • Responsible for ensuring the quality improvement and assurance, compliance with all company, federal, state, and local regulatory requirements (e.g. HIPAA, billing, licensing/certification, clinical care and practice, and chart audits)
  • Management of efficient service delivery, retention and turnover, staff productivity, and utilization
  • Electronic Health Record and computer knowledge and skills (e.g. AVATAR, EXYM, Word/Excel/Outlook)
  • Makes sound decisions or judgment to determine appropriate course of action; knows where to access information or support. Can make decisions if needed to, with full documentation of actions to follow-up
  • Directs planning, management, administrative, staff and client meetings and training activities
Performance Expectations
  • Effective Communication Skills: Ability to express oneself in a professional manner; ability to advocate on behalf of the state; accuracy in conveying the company's mission, data, information and other important business-related needs
  • Ensuring all communications are effectively disseminated to all levels of staff as necessary
  • Ensures programs and all sites are operating according to policies and procedures, applicable professional standards, laws, rules and regulations
  • Ensures various internal departments provide ongoing support and guidance to field operations in accordance with company, federal, state, and local requirements and regulations to ensure compliance
  • Ensure federal and state site certifications are current and that programs maintain sites in accordance with federal, state, and local certification requirements
  • Consults with State Clinical Director and Medical Director and/or other clinical staff on the clinical care of those we serve and may participate in emergency situations and oversee crisis intervention
  • Maintain budget and fiscal management at all levels in California
  • Agency adherence and compliance to licensure, accreditation, contractual, and company guidelines
  • Create and maintain effective and efficient organizational structure

Knowledge, Skills and Experience
  • Minimum of 7 years of management level positions in service programs with responsibility for staffing, budget, administration and professional delivery of services
  • Strong leadership and interpersonal skills. Ability to lead and direct work of others

Education / Certification / Licensing Requirements
Education and/or Experience
  • Master's degree in Business Administration or Public Health Administration preferred - and at least five (5) years of leadership and administrative experience;
  • Master's degree in Psychology, Counseling, Social Work, or related field or Doctorate in Social Work, PhD or PsyD in Psychology from an accredited school - and at least seven (7) years of leadership and administrative experience;
  • Or a Bachelor's Degree in Business Administration, Public Health Administration, Counseling, Psychology, Social Work, or related field from an accredited school or related field with a minimum of ten (10) years of leadership and administrative experience.
  • Experience in managing behavioral health, substance use, or mental health clinics with responsibility for staffing, budgets and professional delivery of services is a plus.
Certificates, Licenses, Registrations
  • MBA preferred
  • LCSW; LMFT or Licensed Psychologist - not required
  • Proof of: valid California driver's license and auto insurance, as well as proof of education and licensure (if applicable) are required
