City of Union City Government is Hiring an Utility Supervisor Near Union, GA

General Duties And Responsibilities
  • To support the vision, mission and guiding principles of the City.
  • While performing any procedure, all associates and contract personnel must observe applicable Safety, Health, and Environmental rules and guidelines. The use of appropriate personal protective equipment is required.
  • Attend and participate in training opportunities and seminars relevant to this position.
  • Adhere to appropriate City operating procedures, benefit rules, employment, and safety policies/practices.
Essential Duties And Responsibilities
  • Supervises and evaluates assigned staff, handles all employee concerns, directing work assignments, counseling and disciplining employees when necessary, and completing employee performance appraisals.
  • Manages the general operation of the Utility Division Office, including provision of meter reading, billing, collection, water disconnection, late fees and customer service.
  • Individually bills contractors for fire hydrant meter rentals.
  • Maintains the daily operation of the electronic meter reading system. Coordinates meter routes to ensure timely reading of water meters re-sequences current routes and adds new meter installations to the route database as needed.
  • Responds to customer inquiries and complaints, conducts on-site inspections, advises customers of water business policies, operating procedures, and charges.
  • Monitors current utility accounts on and on-going basis to spot fluctuations that may warrant further attention.
  • Resolves serious or complex customer complaints or inquiries not resolved by customer service staff; recommends action to the Finance Director as needed.
  • Manages all sanitation customers accounts, and coordinate and direct all work performed by the out-sourced contracted vendor for residential and commercial garbage customers.
  • Orders and maintains all new meter installations.
  • Assists Accounting Technicians with initiating new water service, terminating existing service, and reinstating service following delinquent payments and all other collection activities.
  • Makes corrections to customer accounts due to posting errors.
  • Reviews various vendor billing statements for accuracy/request adjustments for inconsistencies.
  • Assists Meter Readers and other departments in locating meters. Assigns sequence numbers to new accounts. Prints and reviews all route reports. Coordinates new meter installations and meter repairs with Public Service Water and Sewer Division staff.
  • Processes work orders for various meter conditions. Reviews customer requests for leak adjustments to determine whether request meets guidelines in ordinance.
  • Arranges payment plans with customers as needed; performs follow-up to ensure customer compliance with agreement.
  • Calculates surcharges for industries based on reports submitted.
  • Sets up and maintains system controls in Utility billing.
  • Sets up and maintains new rates changes in Utility billing.
  • Prepares statistical reports regarding actual and/or anticipated revenues.
  • Prepares annual budget and monitors expenditures under current budget.
  • Prepares monthly report for submission to Executive Administration, Mayor, and City Council.
  • Prepares year end reports for external audits.
  • Develops and implements operating policies and procedures for the Utility Billing Office.
  • Assists in development evaluation of proposed conservation rate structures to insure rates are properly integrated and phased into operation to minimize impact on customer charges and system revenue needs.
  • Informs the general public (i.e. residential, commercial and industrial customers) about the importance of effective water conservation practices.
  • Coordinates Water Conservation Programs with EPD, state, and local regulatory officials.
  • Answers telephone; Provides information, advice and guidance. Takes and relays messages to appropriate personnel. Returns calls as necessary.
  • Receives and/or prepares letters, spreadsheets, reports, correspondence, forms and other documentation reviews, processes, and/or forwards as appropriate. Maintains files and logs. Performs other clerical duties.
  • Responds to routine requests for information from city officials, City Manager, Finance Director, employees, members of the staff, the public or other individuals.

JOB SCOPEJob has recurring work situations involving high degrees of discretion. The need for accuracy and effective utilization of available resources is high. Errors in judgment could cause disruptions to the City’s mission and adversely impact attainment of the City’s goals. Incumbent operates independently but results are monitored by the Board of Trustees. Content of work priorities are largely self determined.

Education And Experience
  • Bachelor's degree in Business Administration; or, one or two years interchange of indicated education and experience equal to the minimum qualifications.
  • Three or more years of experience in Utility billing environment.
  • Three years of supervisor experience.
Knowledge, Skills And Abilities
  • Has thorough knowledge of the principles, practices and procedures of the City of Union City and the operations and functions of the Finance Department Utility Billing Division and the Public Services Water and Sewer Division.
  • Has thorough knowledge of practices, policies and procedures as necessary in the completion of daily responsibilities. Is able to develop and administer policies, procedures, plans and activities and to monitor performance of subordinates against measured established goals. Is able to develop and implement long-term goals for the department in order to promote effectiveness and efficiency.
  • Knows how to develop and administer operations and staff plans and objectives for the expedience and effectiveness of specific duties of the position.
  • Has thorough knowledge of all applicable laws, ordinances, policies, standards and regulations pertaining to the specific duties and responsibilities of the job.
  • Knows how to keep abreast of any changes in policy, methods, operations, budgetary and equipment needs, etc., as they pertain to departmental operations and activities.
  • Is able to effectively communicate and interact with subordinates, management, employees, members of the general public and all other groups involved in the activities of Union City as they relate to the Finance Department Utility Billing Division and the Public Service Water and Sewer Division.
  • Is able to assemble information and make written reports and documents in a concise, clear and effective manner.
  • Has good organizational, management, human relations, and technical skills. Is able to use independent judgment and discretion in managing subordinates including the handling of emergency situations, determining and deciding upon procedures to be implemented, setting priorities, maintaining standards, and resolving problems.
  • Has the ability to comprehend, interpret, and apply regulations, procedures, and related information.
  • Has the mathematical ability to handle required calculations using statistical calculations.
  • Is knowledgeable and proficient with computers. Is able to read, understand and interpret personnel and financial reports and related materials.
  • Has a working knowledge of relevant federal and state regulations, unified government and departmental policies, procedures and codes.
  • Has a working knowledge of the Union City Personnel system. Has a working knowledge of public administration concepts, especially as related to operating utility billing services, and of water rates, sewer rates and ancillary charges.
  • Has a working knowledge of computerized utility billing practices and procedures, and of accounting principles and procedures.
  • Has skill in management, supervision, oral and written communication, and interpersonal communication.
  • Has skill in public relations, interpersonal relations, oral written communications, and delivering public presentations Has skill in operating office equipment including a computer, printer, calculator, typewriter, copier, mailing equipment, security system, two-way radio, telephone, and switchboard.
  • Has skill in utilizing various billing, word processing, spreadsheet, graphs and\or other software programs relevant to the position.
  • Has good organizational, management, human relations, and technical skills. Is able to use independent judgment and discretion in managing subordinates including the handling of emergency situations, determining and deciding upon procedures to be implemented, setting priorities, maintaining standards, and resolving problems.
