Veterans Health Administration is Hiring a Health System Specialist Near Washington, DC

Summary

This position is within the Health Systems Research (HSR), Office of Research and Development (ORD), in Washington, DC. HSR is responsible for a major intramural research program examining the organization, delivery, financing, and management of health care and the effects on quality, cost, access, and outcomes for Veterans. This vacancy may be filled in Washington, DC or a location to be determined

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/17/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Health System Administration Series 0671 Individual Occupational Requirements. All applicants are required to meet the Individual Occupational Requirements for this position: Undergraduate and Graduate Education (TRANSCRIPT REQUIRED): Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to meeting the Individual Occupational Requirements. you must also meet the GS-11 Specialized Experience requirements. You may qualify based on your experience and/or education as described below: GS-11 Specialized Experience: You must possess at least one (1) full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the Health System Specialist, GS-11 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the GS-09 level in Federal service to qualify at the GS-11. Examples of specialized experience include: 1) Supports management in the execution and oversight of a national program across the continuum of the research funding process. 2) Manages, extracts, analyzes, summarizes, and presents data from program databases used in scientific review and research funding processes. 3) Utilizes databases to research, analyze, compile, organize, and summarize a variety of substantive information for dissemination and reports. OR GS-11: Substitution of Education for Experience (TRANSCRIPTS REQUIRED): You must possess a PhD. or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR GS-11: Combination of Education and Experience (TRANSCRIPTS REQUIRED): You must possess combinations of successfully completed graduate education and specialized experience directly related to the work of the Health System Specialist position, which may be used to meet the experience requirements for GS-11 position. Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of Specialized Experience at or comparable to the required grade level. You will be rated on the following Competencies for this position: Contracting/Procurement Information Management Planning and Evaluating Problem Solving Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is essentially sedentary and is usually accomplished with routine computer equipment and office furniture. Travel may be required to other local offices, VHA facilities, or study sites to participate in site meetings or conferences, conduct data gathering or validation for special projects or to attend professional conferences or meetings. Duties

"Major Duties: Supports management in the execution and oversight of the national HSR Program across the continuum of the research funding process (i.e., development and dissemination of requests for proposals; intent to submit (ITS) process; SMRB pre-meeting, day of meeting and post-meeting support; and Just-In-Time (JIT) process for approved proposals.
Assembles ITS data to support Scientific Merit Review Board (SMRB) panel assignments by management.
Manages, extracts, analyzes, summarizes, and presents data from HSR and ORD databases used in scientific review and research funding processes including ITS; JIT; Research Analysis and Forecasting Tool; Annual Report Tracking; ClinicalTrials.gov; National Institutes of Health eRA Commons Research Project Progress Report (RPPR); Portfolio Classification and Reporting Tool (PCRT); and for completion of the SMRB Annual Cost Report, etc.
Supports and monitors the HSR&D JIT process, including tracking receipt of necessary information and performing administrative review of JIT documents submitted to ensure their compliance with program requirements.
Supports Scientific Program Managers in follow-up communications to Principal Investigators in JIT.
Identifies and resolves issues with data management and reporting and provides recommendations to management regarding modification to existing modules and the creation of new modules within these systems to capture data necessary for review more efficiently and accurately; analysis, documentation, and oversight of HSR&D funded projects and awards.
Has delegated authority to act as the Contracting Officer Representative (COR) in monitoring specified aspects of contractor performance for highly complex and mission critical contract vehicles requiring significant acquisition investment.
Assists the Contracting Officer (CO) with market research, development of independent government cost estimates, and preparation of agency procurement package documentation.
Assists the CO in evaluation of contractor proposals.
Performs all other comparable duties as assigned.
