The hourly rate offered depends on qualifications.

Under general supervision, performs daily work assignments for the Engineering Division of the Utilities Department in accordance with the Employee Manual, Department Policies and Procedures, City of Alamogordo Ordinances, and any applicable State or Federal authority.

Required

• High school graduation or GED equivalent;
• Two (2) years of experience performing underground utility locates related to utility construction processes;
• Successful completion of NM811 training (Excavation Law Class) within sixty (60) days;
• Valid New Mexico Driver's License with a driving record acceptable to the City of Alamogordo;
• Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.

Required upon the first available training opportunity

Valid Traffic Control Technician (TCT) certification.

Desired

• Experience with the technical and administrative aspects of utility inspections.
• Conducts technical field work by executing and documenting utility locate requests from NM811 One Call Center (NMOC);
• Accurately locates and marks the City's underground electric, gas, fiber, potable water, reclaimed water, stormwater, and wastewater utilities at various locations throughout the City's service areas and within regulated time limits specified in NMAC 18.60.5.13;
• Retrieves daily utility location requests from City computerized web-based ticket management software;
• Utilizes a vehicle-mounted portable computer in the field to retrieve electronic utility maps and drawings of the proposed excavation area;
• Uses electronic and / or paper utility maps, engineering plans, and other drawings to assist in determining the actual location of City-owned underground utilities;
• Assists with updating, revising, designing, and maintaining the City's Geographic Information System (GIS) maps, codes, and reports;
• Collects field data using a Global Positioning System (GPS) or other equipment as needed;
• Visits actual sites and uses maps and plans, electronic pipe locating equipment, shovels, probing rods, and measuring instruments to field verify the location of City-owned underground utilities and marks their locations using color-coated flags and / or paint;
• Works directly New Mexico Public Regulation Commission to resolve disputes, complaints, and general concerns;
• Identifies, inspects, and reports damaged or exposed utility lines to the Division Manager;
• With proper certification, responsible for proper traffic control compliance using the Manual of Uniform Traffic Control Devices (M.
• U.T.C.D.) standards to ensure employee safety with equal considerations for public safety and convenience;
• Marks locations of City-owned underground utilities to facilitate the contractor's excavation work within public rights-of-way and easements;
• May schedule and attend meetings with contractors who have notified the NMOC of their intent to excavate;
• Protects equipment against weather, theft, and accidents;
• Performs field measurements and prepares notes and sketches in both the electronic and hand-written format of utilities which are shown incorrectly on maps and drawings and conveys this information to technical staff responsible for maintenance of maps and drawings;
• Maintains accurate recordkeeping by entering notes and closing out jobs on the computer;
• Drives a City vehicle in the performance of duties;
• Contributes to a high-quality work culture through participation in training and mentoring to develop skills, including safety-related training and skills;
• Interacts professionally and provides excellent customer service to all levels of City staff and citizens to ensure high operational and service standards; and
• Performs duties in accordance with the Employee Manual, Department Policies and Procedures, City of Alamogordo Ordinances, and any applicable State or Federal authority.

OTHER IMPORTANT DUTIES

• Must obtain and maintain required license(s) and / or certification(s);
• Assists with the inspection of projects : dirt work, utilities, storm sewers, concrete structures, and paving and franchised utility work to ensure that required improvements follow approved plans and specifications and enforce the currently adopted edition of the American Public Works Association (APWA);
• May be required to work outside of normal working hours before, during, and following natural disasters and emergency situations;
• Maintains the confidentiality of information obtained during the performance of duties; and
• Performs such other duties as may be assigned.

• Create and maintain accurate legible records and logs; prepare clear, concise, and accurate technical reports and diagrams, status reports, and completion of work requests as required;
• Draw out, if necessary, schematic sketches of underground pipe alignments;

Ability to Learn

• Regularly works in outside weather conditions which require standing, walking, or sitting for extended periods of time, and may involve exposure to inclement weather, including extreme temperatures;
• the noise level in the work environment is usually moderate to loud;
• Some work will be performed in an office environment where the noise level is typically quiet;
• Squat, kneel, use hands and fingers to push buttons, hold receiver (a piece of locating equipment) and swing arms back and forth repeatedly while holding a paint stick in the other hand for marking ground and roadways up to 8 hours a day;
• May be exposed to water hazards and hazardous traffic conditions, as well as hazardous chemicals, contaminants, and toxins;
• Frequently works near moving mechanical parts and in high, precarious places;
• Hazards may include exposure to insects, rodents, snakes, and other wildlife typical of the southwest;
• Terrain may be uneven or undeveloped;
• Lift and / or move items weighing up to fifty (50) pounds; the lifting of any object greater than fifty (50) pounds by a single individual is prohibited.

Lifting objects, materials, or equipment weighing more than fifty (50) pounds requires the buddy system or the use of devices designed to assist with lifting or moving.

Proper lifting techniques shall be used when lifting items of any weight; and

• Required to wear personal protective equipment (PPE) appropriate for job assignments, including protective footwear, marked by the manufacturer, with a minimum standard of M / F I / 75 / C75, 6" ankle height work boots, per current ASTM F2413 standard.
