[What the role is]

Reporting to the Deputy Director (Human Resources), you will be part of the Rewards, Performance & Development team under the Human Resources (HR) Department. You will manage the performance management processes as well as partner the Professional Groups in HSA to identify and develop talents to ensure the adequacy of talent pipeline for HSA’s succession plans. Additionally, you will identfy learning needs for HSA officers and design learning interventions to close learning gaps in the areas of core competencies and leadership development.

[What you will be working on]

Performance Management

  • Manage the annual goal-setting, staff performance appraisal and ranking exercises, including computing the performance bonus budget pools for the various ranking populations to faciliate ranking.
  • Organise the annual promotion ceremony.


Talent Identification & Development and Succession Planning

  • Ensure robust processes in place to facilitate talent identification and succession planning.
  • Partner the four Professional Groups in HSA to identify and develop their talents to prepare them for leadership appointments.
  • Manage the annual succession planning exercise for key positions in HSA.


Leadership and Staff Development

  • Roll out initiatives to promote a learning culture and develop growth mindset in officers.
  • Promote awareness and use of Our Core Competencies Framework for appraisal and development purposes.
  • Manage the annual Individual Development Plan (IDP) exercise and conduct learning needs analysis based on the IDPs submitted and other sources of information to curate learning interventions such as Learning Festivals to close competency gaps in identified areas.
  • Implement leadership development initiatives such as regular 360-degree feedback exercises to enhance supervisors’ leadership competencies.


Others

  • Any other projects and duties, as assigned.


[What we are looking for]

You should be a self-starter who is passionate about people development and ensuring robust processes are in place for performance management, and talent identification and succession planning.

You should preferably:

  • Possess a tertiary qualification, ideally with specialisation in human resource.
  • Have at least 3 years of experience in the areas of performance management and/or talent management and leadership development. Those with experience in the compensation area will have an advantage.
  • Possess excellent communication, presentation and stakeholder engagement skills, with the ability to influence and collaborate effectively across all levels of the organisation.
  • Have strong organisation and planning skills, able to work effectively under tight timelines, is detail-oriented and good with processes.
  • Be proficient in IT. Those with working knowledge of Workday will have an advantage.
  • Be able to work well independently and also contribute effectively as a team player.
