Financial and Accounting Functions
Oversee and manage all financial and accounting operations.
Review, recommend, and implement financial policies and internal control systems.
Conduct regular internal audits.
Ensure financial records comply with statutory regulations.
Implement digital solutions to enhance financial operations efficiency.
Budgeting and Variance Analysis
Collaborate with facilities to prepare and monitor annual budgets.
Analyze, report, and provide insights on financial variances in monthly consolidated and individual financial reports.
Conduct quarterly financial account analyses.
Annual Reporting and Compliance
Prepare the Annual Report in compliance with the Charities (Accounts and Annual Report) Regulations 2011 and Financial Reporting Standards in Singapore.
Complete the Governance Evaluation Checklist to ensure adherence to the Code of Governance for Charities and IPCs.
Liaison with Agencies and Auditors
Coordinate with government agencies on funding matters and financial report submissions.
Work with banks and external auditors to ensure audit compliance.
Donations Management
Oversee the receipt, documentation, and financial reporting of public donations.
Manage the submission and documentation of Community Silver Trust (donation matching grant) claims and reports.
General Accounting and Financial Operations
Ensure timely invoice payments and manage cash flow.
Review accounting entries, balance sheet reconciliations, and related transactions.
Maintain records of cheque books and receipt books.
Handle petty cash for the HQ Finance Unit.
Perform general accounting tasks, including inter-department invoicing, bill verification, claims processing, and payments.
Maintain the company Fixed Asset Register.
Oversee purchase planning and control.
Memorial Trust Fund Management
Manage the Memorial Trust Fund for the Welfare Home, including the preparation and submission of the annual audit report.
Staff Management
Identify and address the training needs of the finance team.
Conduct in-service training on financial policies and internal control procedures.
Assign and coordinate duties within the Finance Unit.
Monitor and evaluate the performance of finance staff.
Support and oversee leave applications for the Finance Unit team.
Other Responsibilities
Participate in staff meetings.
Carry out additional tasks as assigned by superiors.
