The Civil Nuclear Constabulary (CNC) is an armed police service dedicated to the nuclear industry. The Contracts Officer is required to scope, evaluate, award and manage a broad range of contracts on behalf of the Civil Nuclear Police Authority (CNPA). The principle focus is on helping stakeholders to realise their needs in a timely and compliant manner through providing professional advice and support in a specialist field of work. The Contracts Officer will manage these processes on behalf of all stakeholders.
In addition to the above, the role will support continuous improvement of the Constabulary’s commercial terms and conditions, policies and service level agreements in a wide variety of contractual areas. This will include the monitoring and compliance of both contractors and Civil Nuclear Constabulary (CNC) staff. The role will also develop the necessary business processes to ensure the smooth running of the CNC’s procurement function.
Responsibilities:
- Delivery of a professional Procurement advice service to all stakeholders. This will deal with both commercial and non-commercial contractual arrangements, including the management of the tendering process so that it complies with EU legislation and organisational rules for procurement activity.
- Maintain appropriate organisation rules for CNC Procurement.
- Professional management, end-to-end, of tenders to ensure compliance with due process. This will include scoping requirements, production of evaluation schemes, evaluating tender returns and award of contracts.
- Provide professional advice in managing contracts and framework agreements, including ensuring performance through monitoring, reviewing and benchmarking the suppliers.
- Monitor CNC spending on low value, high volume items, as well as high value contracts.
- Research and identify potential areas of supply for new contracts and framework agreements. Negotiate with suppliers and award agreements subject to approval by the Senior Contracts Officer.
- Provide professional support and advice to project teams and CNC staff on a range of contractual and service level agreements and where appropriate take the lead on those issues.
- Contribute to the evolution of the Constabulary’s commercial terms and conditions, policies and working practices.
- Identify where improvements to Procurement processes can be made. Disseminate ‘best-practice’ that reflects the CNPA & Government guidelines, policy and procedures.
- Provide proactive support and expertise to Project Managers and handle the contractual/procurement aspects of projects. Provide expertise and support to successfully manage, plan, negotiate, evaluate and deliver projects in line with organisational expectations.
- Manage risks associated with procurement within the organisation’s risk management framework.
- Make informed recommendations that will be relied on by the organisation to make important contractual decisions.
- Ensuring health & safety compliance within the tender process.
- Evaluating environmental considerations within the tender process and arrange for the secure and environmentally conscious disposal of goods.
- Maintain a tender timetable to ensure business continuity across the organisation.
- Represent the Procurement Specialist if manager is not available. This would be with both internal and external parties.
Qualifications:
- Professional Membership of the Chartered Institute of Procurement and Supply, or actively studying towards MCIPS Professional Qualification
- Experience of commercial and public sector procurement and general business issues
- Experience of developing successful strategies providing professional guidance to organisations and stakeholders
- Ability to understand and deal with procurement issues relevant to the Public Sector and Office Government Commerce initiatives
- Experience of successfully negotiating and managing contracts with a working understanding of contract law
- Be able to demonstrate the ability to develop excellent working relationships with a variety of stakeholders, whilst appreciating the differing needs of both internal and external customers
- Appreciate the needs of a diverse workforce within an environment focused on satisfying customer needs
