SCOPE OF WORK
Under Enterprise Strategy Branch leadership, the contractor will effectively and efficiently manage and contribute to the NATO ICT and cybersecurity capabilities development.
- Develop specific proposals for the CFCDGM management products, including:
- consult with subject matter experts,
- contribute to the management products in order to address the Enterprise coherence and cybersecurity aspects.
- develop proposals and products based on research with subject matter expertise.
- Initiate, oversee and coordinate initial cyber adaptation roadmap activities for Chapter 3 and 4 (Requirements and Investment Programs) respectively with other NATO civil and military stakeholders. Support the implementation and continuous alignment with other Roadmap chapters as required.
- Track and monitor development of management products and joint staff advice.
- Contribute and support the development of the OCIO’s input to the joint staff advice.
- Report progress and performance on the implementation of the CIS and cybersecurity capabilities as well as representing OCIO in the coordination meetings with other NATO civil and military stakeholders when such topics are being addressed.
- Provide support to unforeseen urgent requirements as necessary.
- Act as a conduit to drive and support coherence among Enterprise stakeholders in order to facilitate coordination and completion of new products and ways of working.
LOCATION OF DUTY
The work will be executed primarily on site at the NATO HQ offices in Brussels, Belgium.
Frequent travels or short deployments to NATO Command Structure bodies may be required.
PRACTICAL ARRANGEMENTS
This work will be carried out 100% on site at NATO HQ, Brussels, Belgium
Meetings will be physically in the office, or in person via electronic means using Conference Call capabilities, according to the OCIO staff instructions.
NATO HQ, OCIO Recognized Business hours/Holidays: NATO HQ, OCICO official holiday schedule applies and will be provided to the contractor.
NATO HQ, Brussels, Belgium of Operations: Monday to Thursday 0830 - 1700 and Friday 0830 - 1600 (CET)
SECURITY AND NON-DISCLOSURE AGREEMENT
The security classification of the service will be up to NATO SECRET.
Performance of the services described in this SOW require a valid NATO SECRET security clearance at the time of proposal submission
Contractor/ shall be aware of all security rules pertaining to the handling of NATO classified information.
A signed Non-Disclosure Agreement will be required
Requirements
- Experience in NATO’s capability delivery process
- Good understanding on the NATO’s major strategic objectives
- Familiarity with the technical, military and political aspects and structures of CIS and cyber security governance within NATO
- Experience and in-depth understanding of NATO capability development, spanning the entire Doctrine, Organisation, Training, Materiel, Leadership, Personnel, Facilities, and Interoperability (DOTMLPFI) spectrum
- Previous knowledge or experience with the CFCDGM process is desirable
- Fundamental experience in projects and programmes with a project management qualification such as Prince 2 or PMP
- Good understanding of ITIL and Service Management processes
- Good understanding of Business requirements management
- Implicit understanding of Risk, Issue and dependency management
- Excellent English writing skills and the ability to brief their work in English
