EIB, the European Union's bank, is seeking to recruit for its Legal Directorate (JU) – Coordination Division (COORD) – at its headquarters in Luxembourg, an
(Associate) IT Officer and Business Analyst* - This is a full time position at grade 4/5 for which the EIB offers a permanent contract.

Purpose
This role is based in the Coordination Division of the Legal Directorate. As an (Associate) IT Officer and Business Analyst, you will work in coordination with a Senior Legal Engineering and Innovation Officer to: (i) co-ordinate the prospecting of new applications suitable for the Legal Directorate, (ii) ensure maintenance, assistance, development and deployment of IT applications for the Legal Directorate, (iii) liaise with stakeholders in the Legal Directorate to ensure close alignment with business needs, and (iv) contribute to successful IT project delivery and change management. You will also contribute to the development and maintenance of the Legal Directorate’s intranet presence and to compliance with the Bank’s data governance and data quality frameworks.
Operating Network
You will report to and work under the supervision of the Head of Division of JU Coordination. You will work closely with the senior management team of the Legal Directorate, JU divisions and various other counterparts. You will cooperate with central IT Services with other Data Officers and with external consultants.
Accountabilities
- Contribute to the development and deployment of new IT applications in the Legal Directorate to ensure broad-based, timely and efficient take up of new technologies
- Provide support to internal clients concerning existing IT applications used by the Legal Directorate
- Develop, deploy and provide ongoing support for the intranet presence of the Legal Directorate
- Find new use cases for existing or new IT applications, taking into account the needs of the Legal Directorate relative to the overall IT environment of the Bank
- Perform the role of JU Data Officer by: (i) taking the lead in matters related to compliance with EIBG’s data governance, data management and data quality framework, (ii) identifying and remedying data governance issues adversely affecting the functioning of the Legal Directorate; and (iii) participating in meetings of the Information Governance Steering Committee and analogous bodies to represent the interests of the Legal Directorate
- Contribute to streamlining of JU internal processes and map, standardize, control, and automate legal workflows, documents, templates, and electronic records
- Provide change management support to IT, Legal Tech & Innovation projects in the Legal Directorate
Qualifications
- University degree, preferably in Business Administration, Computer Science/Engineering and / or in another area relevant to the job
- At least 3 years of relevant professional experience in a role related to IT engineering and/or innovation
- Familiarity with the SDLC (software development lifecycle), ideally at the EIBG or other relevant organization, is required
- Business analysis and change management experience would be a strong asset
- Knowledge of all or most of the following: Microsoft Sharepoint online, Business Object, Microsoft 365, OpenText Livelink, Smart-IT is required
- Excellent organisational skills and ability to prioritise and meet deadlines, with strong result and customer orientation
- Understanding of the EIB ’s mission, organisation and activities
- Excellent knowledge of English and/or French (*) with a good command of the other. Knowledge of other EU languages would be an advantage
