For this position you would be working with our client from the European institutions. DIGIT.A.2, in partnership with other Commission departments, provides corporate IT solutions supporting the Commission’s Digital Transformation and EU policies. DIGIT.B.1 develops systems for public procurement, digital submissions in grants and procurement, and budget management. Key systems managed by DIGIT.A.2 include eProcurement, OPSYS, TIREMA, SEDIA, and Grants, covering areas like programming, planning, pre- and post-award, and evaluation. Solution focus may shift based on portfolio and service needs.

Below are the details of your role and requirements.

Your role

  • Manage the implementation of information systems to meet identified business needs, acquiring and using the necessary resources and skills, within agreed parameters of cost, timescales, and quality.
  • Work within the agile process and be the final authority for decisions regarding priority, business value, and functionality for all the work done by the agile development team.
  • Guide the team in charge of project activities and review their deliverables.
  • Participate in functional working groups and progress meetings.
  • Create, maintain, prioritize, and sequence the product backlog based on business value or return of investment.
  • Estimate costs, timescales and resource requirements for the successful completion of each project to agreed terms of reference. Lead the decision-making process related to user stories scheduling into sprints/iterations (roadmap preparation).
  • Create user stories and acceptance tests from themes and features granular enough for a single sprint/iteration.
  • When there are Business Analysts allocated to the project, supervise their tasks and deliverables.
  • Prepare and maintain project and quality plans and tracks activities against the plan, provide regular and accurate reports.
  • Be the liaison between business & development teams.
  • Build an in-depth knowledge of goals and desired objectives of the project.
  • Interact and validate requirements with the business/policy unit. Propose solutions by combining IT tools and business process refactoring or improvements based on an in-depth understanding of a specific business domain.
  • Analyse and document Business requirements.
  • Participate to retrospectives, reviews, and other Scrum-related meetings and ceremonies.
  • Review deliverable and demonstrable product version/software functionalities after every sprint/iteration.
  • Monitor costs, timescales and resources used. Take actions in case of deviations from agreed tolerances.
  • Ensure that delivered systems are implemented within these criteria.
  • Manage the change control procedure gaining agreement for revisions to the project from project sponsors.
  • Provide effective leadership for the project team ensuring that team members are motivated and constantly developing their skills and experience.
  • Manage work packages and follow up the responsibility of each External service Provider.
  • Perform risk management and act proactively against project threats.
  • Manage Issues, Changes and Decisions and document them thoroughly in the project logs.
  • Produce Business cases, Vision documents, Project Charters.
  • Interaction with the business analysts, customers, users, team coordinator and developers.
  • Propose solutions by combining IT tools and business process refactoring or improvements based on an in-depth understanding of a specific business domain.
  • Work with EU legislation and extracting requirements from legal documents.
  • Support in transitioning from Project to Operations.
  • Organize live demonstrations of the product at the end of the sprint/iteration.
  • Facilitate the acceptance of the product by the business owner.
  • Develop and maintain standards for testing.
  • Write User Manuals, Documentation and Wikis.
  • Provide progress reporting.
  • Assist with internal and external communication by improving of transparency and dissemination of information.
  • Assist with prioritization and resolution of defects / bugs.
  • Take part or, when required, lead the definition of Business cases, Vision documents, Project Charters, Security Plans and Support’s FAQ.
  • Support in transitioning from Project to Operations.

Who we think you are:

  • Holder of Master’s degree or equivalent.

  • At least 5 years of experience in each of the following:

      • Agile methodologies and environments

      • Product Owner responsibilities

      • Project Management

      • Projects involving SharePoint

      • Business Process Modeling (BPMN, UML, or similar)

      • Use of Wiki and collaborative tools

  • Minimum 3 years of experience with:
    • Creating and analysing use-case specifications or user stories

    • Performing Functional or Product Decomposition

    • Using tools in the Agile toolbox (e.g., Jira, Confluence, BigPicture, Balsamiq)

  • Minimum 2 years of experience in Data Engineering or Data Analytics projects (competence level 3 or above).

  • A critical thinker with strong analytical skills and the ability to bridge business and technical perspectives.

  • Excellent communication and facilitation skills for engaging stakeholders, leading meetings, and driving alignment.

  • Familiarity with business-to-government (B2G) definitions and IT systems is a strong asset.
