The Manitoba Government is seeking two (2) highly motivated Environmental Liabilities Officer and Specialist to work with the department of Environmental and Climate Change and Transportation and Infrastructure. Conditions of Employment:

  • Must be legally entitled to work in Canada
  • Must be physically capable of performing the required duties of the position such as: Some exposure to potentially hazardous conditions when visiting work sites. Continous standing, continous walking and lifting and carrying up to 40 lbs.
  • Working outdoors in both winter and summer in extreme temperatures and weather conditions.
  • Occasional overnight stays may be required when travelling to distant work sites or attending conferences or out of office meetings.
  • Occasional visits to work sites within the province by ground, water or air, which may require overnight stays (possibly in a camp environment). While at outdoor work sites, exposure to heavy construction equipment, noise, dust, hand/power tools, moving equipment, slip-trip-fall, carrying/twisting, insects, excavations, chemical and assorted types of waste exposures, animals, open water, vegetation and sharp objects, work alone and remote environments.

Qualifications:
Essential:

  • Degree in Environmental Science or a related discipline with relevant work experience in an environmental field, or an equivalent combination of education, training and experience may be considered.
  • Excellent written communication skills including the ability to write correspondence for a variety of audiences.
  • Ability to research, and make recommendations to improve programs and policies, and to maintain operational guidelines.
  • Experience in the evaluation and analysis of scientific data, reports, and technical documents.
  • Effective verbal communication skills, including the ability to communicate technical and non-technical information to a variety of audiences.
  • Ability to establish and maintain effective working relationships with various stakeholders.
  • Ability to work independently under limited supervision with strong organizational and time management skills.
  • Working knowledge of environmental legislation such as the Contaminated Sites Remediation Act and the Dangerous Goods Handling and Transportation Act, Mines and Mineral Act or related legislation.
  • Experience and/or knowledge with contaminated sites management and/or orphaned and abandoned mine sites, including remediation and treatment technologies.
Desired:
  • Ability to research, and make recommendations to improve programs and policies, and to maintain operational guidelines.
  • Experience in managing environmental programs, including performing site inspections and environmental sampling.
  • Experience managing contracts and/or contractors.
  • Supervisory experience, including guiding and managing staff responsibilities.
  • Knowledge and understanding of transportation and water infrastructure, including planning, design, construction and maintenance practices.

Duties:
Environmental Liabilities Officer - Reporting to the Manager Orphaned and Abandoned Mines (OAM) Operations and Contracts, the incumbent will assist the delivery of the Orphaned and Abandoned Mines Program throughout the province. This position is responsible for project management, administration, and coordination of projects in the the program, including the management of contracts that are completing required remediation and monitoring activities.

Environmental Liabilities Specialist - Reporting to the Waste and Remediation Supervisor, the incumbent will be responsible to assist in the administration and coordination of the Environmental Liabilities Program, hazardous materials assessments, and contaminated sites related projects. The incumbent will advance environmental investigations, conduct fieldwork, research emerging issues, and develop procedures. This work will inform departmental plans to remediate, monitor, and decommission assets based on environmental risk.
