Position Description: Serves as the senior civilian contracting official and staff advisor, providing continuity in management and advisory services to senior HQ ACC leaders and staff. The goals and objectives of this position are to ensure expert oversight in providing the full spectrum of strategic acquisition and contract support of service contracts while providing mission focused solutions and meeting contingency challenges.
Position Tasks:
- DUTY 1: Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Gives advice, counsel, or instruction to employees on both work and administrative matters. Interviews candidates for positions; recommends appointment, promotion, or reassignment. Hears and resolves complaints from employees. Identifies developmental and training needs of employees, providing or arranging for needed development and training. Finds ways to improve production or increase the quality of the work directed. Develops performance standards. Professionals at this level are experts within their functional areas; heads of branches or divisions; or key program administrators. Conducts or directs activities or assists higher levels on challenging and innovative program development with only general guidance on policy, resources and planning; develops solutions to highly complex problems requiring various disciplines; responsible for fulfilling program objectives. Results are authoritative and impact programs or the well-being of substantial numbers of people. Plans, organizes, and oversees the activities of the organization, developing goals and objectives that integrate organization and functional area objectives. Reviews and structures organization to optimize use of resources and maximize efficiency and effectiveness of the organization. Assigns and reviews subordinates work based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs. Appraises performance of subordinate supervisors and/or nonsupervisory employees and serves as reviewing official. Initiates action to correct performance or conduct problems of employees directly supervised and reviews and/or approves serious disciplinary actions (e.g. suspensions, removals) involving non-supervisory subordinates.
- DUTY 2: Serves as the senior civilian business advisor in the organization with unlimited warrant authority. Directs, reviews, provides oversight and may sign contract actions associated with a wide variety of complex acquisitions. Functions as the senior technical authority during procurement planning meetings. Researches, interprets, analyzes and applies procurement guidelines, policies, and regulations, impacting a cross-section of programs including acquisition category (ACAT) I, IA, and II designated (DoD and AF-level) programs and/or complex operational contracting (AF-level) programs. Ensures organizational objectives and contract execution align with AF/DoD doctrine and fulfill program objectives. Provides authoritative recommendations to higher management in all contracting matters to enable effective integration of total effort in keeping with program objectives. Researches and determines or recommends appropriate action or interpretation of contract issues which impact the organization, installation, command or agency. Establishes metrics and analysis systems to ensure oversight of the organizations portfolio.
- DUTY 3: Serves as the Competition Advocate, Business/Contract Clearance Authority, and/or Small Business Representative for the organization or installation consistent with FAR, as supplemented. Seeks to remove impediments to commercial practices and competition, overcoming barriers to full and open competition whenever possible. Ensures continuously evolving Acquisition Reform initiatives are reflected in requirements packages, requests for proposals, and evaluation methodology and documentation. Provides advice and direction to subordinates on determining acceptability of proposed subcontracting plans. Responds to Inspector General, FOIA, General Accounting Office, and Congressional inquiries.
- DUTY 4: Represents the organization with a variety of installation and functional area organizations. Provides or ensures that subordinate organizations/teams provide customer guidance and training. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up. Researches and determines or recommends appropriate actions, provides interpretation of issues that impact organization, installation, command, or agency and prepares detailed responses. Conducts training to improve acquisition practices, implement new regulatory requirements, explain policy changes, promulgate lessons learned and clarify procedures.
Position KSA's:
1. Professional knowledge of a full range of Federal contracting laws, executive orders, regulations, principles, policies, procedures, methods, techniques, and contract types applicable to pre-award and post-award actions for a variety of complex and/or diversified services commodities, and/or construction.
2. Knowledge of the business environment (e.g. economic trends, awareness of commercial/industry business practices, standards, mergers, and acquisitions) applicable to program and technical requirements in order to recognize potential programmatic/contractual impacts, and Knowledge of the principles, methods, and tools used to assist in risk identification, assessment, and mitigation including assessing the probability and consequences of potential problems and their solutions.
3. Knowledge of formal source selection methods, policies, and procedures; contracting negotiation, administration, and termination principles, policies, procedures, and technical requirements; and knowledge of price and cost analysis sufficient to review proposals against previous history, actual and estimated expenditures, and established and approved rates to determine price reasonableness or to determine a negotiation position.
4. Ability to identify problems, determine accuracy and relevance of information; use sound judgment to generate and evaluate alternatives, and make recommendations; makes sound, well-informed, and objective decisions applying precedents found in government contracting case law to specific contracting situations to insure that legally binding contracting officer decisions are consistent, justifiable and will be upheld at appellate courts or boards; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals.
5. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy; and ability to establish effective working relationships with others.
6. Ability to plan, organize, and direct the functions and staff of an organization through subordinate supervisors.
Additional Position Requirements:
1. Serves as an unlimited warranted contracting officer. The employee must be currently eligible to be selected and appointed for a warrant in the amount of $5M or greater as specified in the Department of the Air Force Supplement to the Federal Acquisition Regulation (DAFFARS) 5301.603-2-90(c).
2. May be required to travel by military or commercial aircraft in the performance of assigned duties.
3. May be required to work overtime.
4. Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise; employee must obtain and maintain the appropriate security clearance.
5. The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
6. The employee must meet the continuing acquisition education requirements IAW DoDI 5000.66 paragraph E2.2.8.
7. In accordance with the Ethics in Government Act, 1978, employee is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
