Job Title: Geographic Information System (GIS) Technician

Department: Information Technology (IT)

Reports To: Information Technology (IT) Director

FLSA Status: Non-exempt

Principal Function: The Geographic Information System (GIS) Technician is responsible for maintaining the Adams County GIS, collecting, analyzing and entering data into the GIS and assisting the Business Systems Manager in diagnosing and resolving issues related to GIS.

Essential Duties and Responsibilities: Duties include, but are not limited to:

1. Creates, digitizes, edits, displays, and manages all GIS layer data and images, geodatabase, and land records including but not limited to infrastructure, tax parcels, sales/conveyance, encumbrance, neighborhoods, and addresses.

2. Performs basic GIS operations, including but not limited to creating/editing geographic datasets and integrating other digital files into GIS.

3. Collects, analyzes and creates datasets related to structural data points within County limits, County assets and facilities to input into GIS.

4. Collects mapmaking data and creates maps from source data, such as surveying notes, aerial photography, satellite data, or other maps. Verifies accuracy and completeness of maps.

5. Assists with administration of internet-based GIS data resource via the county website and maintains accurate property information.

6. Provides regular assistance and education to non-GIS users in other County Departments and the public, including but not limited to GIS software use, property deed research, legal description verification, GIS mapping, address, and assessment inquiries.

7. Scans and organizes pertinent digital data related to land use, such as development, permitting, and zoning appeals.

8. Provide training and technical assistance to County employees and the public in operating GIS system, including retrieving data and utilizing Internet map service.

9. Researches and reviews system data, ensuring completeness and accuracy and making edits and updating information as needed.

10. Travels to various locations to collect information and verify addresses as necessary.

11. Troubleshoots basic queries by end users regarding devices used in daily operation and escalates to other IT department employees, as needed.

12. Answers phone calls into the IT department; prioritizes and directs queries to appropriate position for response; assists in managing workflow process for KACE Service Desk.

13. Completes administrative duties to include: attending meetings, reviewing statistics and reports, completing various reports, answering inquiries, etc., as needed.

14. Maintains an effective communication process with the Business Systems Manager.

Education and/or Experience: Bachelor’s degree (B.A./B.S.) from a four-year college or university in geographic information science, or related field; and one-year related experience and/or training; or equivalent combination of education and experience. Previous experience in a geographic information systems (GIS) related job is required. Previous experience in a government-related environment is desired.

· Computer software skills required include: Microsoft Outlook, Word, Excel, PowerPoint, Visio, Microsoft Teams, Kace, and WebEx.

· A working knowledge of global positioning systems (GPS) configurations is required.

· A working knowledge of and ability to comprehend and understand GIS concepts and to use GIS hardware/software/components such as mapping/geodatabase software is required.

· A working knowledge of County land areas and applicable state and local codes and terminology is required.

· The ability to accurately read, interpret, and use land documents, such as legal descriptions, deeds and other recorded documents, engineering drawings, surveys, ordinances, aerial photos, and various maps is required.

· The ability to prepare, process, and maintain property records, including computer files, databases, and maps/plats is required.

· The ability to use and comprehend cartographic principles and apply to maps is required.

· The ability to define a problem, collect data, establish facts and draw valid conclusions is required.

· The ability to make sound and rational decisions including exercising independent judgment within established protocols and guidelines is required.

· The ability to enforce rules and follow all established protocols and guidelines is required.

· The ability to maintain and cultivate positive relationship with vendors and other County-wide departments is required.

· The ability remain current with all required licenses, certifications and in-service requirements is required.

  • The ability to attend meetings and seminars as requested is required.

· The ability to operate a computer, printer, copy machine, scanner, fax machine, and other office equipment is required.

· The ability to speak, read and write in English is required. Spanish is desired.

While performing the duties of this job, the employee occasionally is exposed to working near moving mechanical parts and the risk of electrical shock when working with office equipment and outdoor weather conditions. The noise level in the work environment is usually quiet to moderate.

While the offices of Adams County are usually open from 8:00 a.m. to 4:00 p.m., Monday through Friday, this position may require work beyond these hours and on the weekends. It also may require the ability to drive a County vehicle. Thus, a valid driver’s license may be required.

Job Type: Full-time

Pay: $25.00 - $31.00 per hour

Expected hours: 40 per week
