  • Project Engineer (Capital Program Engineer)

    The Capital Program Engineer oversees the supervision of staff in the capital program, including Project Coordinators, Inspectors, and Project Engineers. This position manages multiple capital projects while ensuring quality control, schedules, and budgets are met.

    Key Responsibilities :

    • Project Management : Oversee the construction of capital projects, coordinating internal and external resources to ensure completion within scope, budget, and schedule.
    • Project Prioritization : Manage and prioritize capital projects within assigned areas of responsibility.
    • Scheduling and Budgeting : Monitor, report, and adjust project schedules and budgets, ensuring quality control and timely implementation of corrective actions.
    • Vendor and Contractor Relations : Approve vendor and contractor payment requests and resolve issues related to project commencement, execution, and completion.
    • Team Leadership : Plan, assign, and review work of the capital program team, providing evaluations and feedback for staff development.
    • Field Changes : Coordinate and review field changes with engineering staff to ensure project continuity.
    • Reporting : Prepare and present periodic progress reports to management, ensuring alignment with legal, regulatory, and company requirements.
    • Public Relations : Represent the company in public settings related to assigned capital projects, including community groups and commissions.
    • Regulatory Compliance : Ensure adherence to legal, regulatory, and company standards for construction projects.
    • Miscellaneous Duties : Perform other duties as required.
    • Minimum Qualifications :

    • Education :
    • Bachelor’s degree in Civil, Mechanical, Electrical, Environmental Engineering, Construction Management, or a related field.

    • Preferred : Professional Engineer (PE) registration in California or Project Management Professional (PMP) certification.
    • Experience :
    • At least 4 years of experience managing public works or public utility projects.

    • A minimum of 2 years of supervisory experience.
    • Technical Skills :
    • Proficiency in project management software (Primavera, MS Project).

    • Knowledge of JD Edwards and PowerPlan accounting software is a plus.
    • Experience in water utility engineering is advantageous.
    • Communication Skills : Strong oral and written communication, with the ability to present and create technical publications and reports.
    • Physical Demands : Capable of standing, walking, bending, lifting, and other physical tasks required for fieldwork.

    • Decision Making : Ability to make independent, sound decisions in a timely manner.
    • Adaptability : Flexible and accountable, with a passion for continuous learning.
    • Technical Knowledge :

    • Project Management : Strong knowledge of project management principles, construction management, planning, and budgeting.
    • Regulatory Compliance : Familiarity with utility commission regulations, health service departments, federal and state agencies, and local fire department regulations related to water supply and distribution projects.
    • Problem-Solving : Proficient in analyzing project data (budgets, schedules) and implementing corrective actions as needed.
    • Travel Requirements :

    • Travel : Willingness to travel as needed by project demands. This includes up to two overnight stays per month and up to four full-day trips per month, either by car or air.

    Salary : $112,000 - $157,000
