Allegheny Science & Technology (AST) is seeking an Part-Time Administrative Specialist to join our team in Idaho Falls, Idaho. This position provides support to the implementation and execution of the Department of Energy (DOE) O 426.1B, Federal Technical Capabilities. The Purpose of DOE O 426.1B is to define requirements and responsibilities for meeting DOE commitment to recruiting, deploying, developing, and retaining a technically competent workforce that will accomplish DOE missions in a safe and efficient manner through the Federal Technical Capability Program (FTCP).

The Technical Qualification Program (TQP), in concert with existing DOE Human Capital and Line Management processes, supports DOE's commitment to recruiting, deploying, developing, and retaining a technically competent workforce that will accomplish DOE missions in a safe and efficient manner. The Federal Technical Capabilities Panel (FTCP) provides support and strategic vision for implementation of the TQP and supports DOE Line Management in identifying and addressing department-wide issues that may adversely impact the objectives of DOE O 426.1B.

Technical Qualification Program (TQP). The primary purpose of a TQP is to ensure employees have the technical competencies needed to support the mission of the DOE. The TQP forms the basis for the development and assignment of DOE personnel responsible for ensuring the safe operation of defense nuclear facilities.

Federal Technical Capabilities Panel. The FTC Panel (referred to as the FTCP or Panel) provides strategic vision and senior-level line management guidance to implement and improve the DOE TQP. The Panel also supports HQ and FEM in addressing DOE-wide issues related to the recruiting, hiring, and retaining the necessary technical capabilities and resources to support the Department's defense nuclear facility missions.

Travel Administration Support. Consists of administering DOE Travel in accordance with the DOE TRAVEL MANUAL and supplemental information contained in the Federal Travel Regulation (FTR). The FTR is the principal source of policies and procedures for employee travel and relocation matters.

Duties and Responsibilities:

  • Providing a full range of Support Services to Department of Energy Idaho Operations Office (DOE-ID activities relating to Technical Qualification Program (TQP), Federal Technical Capabilities Panel (FTCP), and Travel Administration Support.

TQP/FTCP:

  • Administer and manage the day-to-day responsibilities associated with the TQP and FTCP in accordance with DOE Orders and DOE-ID local procedures.
  • Administer the TQP database (i.e., eTQP).
  • Support the FTCP Agent with their responsibilities.
  • Support updating and training on TQP and FTCP systems, including DOE-ID local processes.
  • Notify TQP participants and their supervisors of re-qualification requirements 12 months before re-qualification is due.
  • Assist in DOE-ID local TQP assessments.
  • Maintain TQP and FTCP records in accordance with the DOE Orders and DOE-ID local procedures.
  • Make recommendations for improving TQP and FTCP processes and systems.
  • Data entry.
  • Records Management.

Travel Support:

  • Coordinate federal travel as described in the Federal Travel Regulation including travel preparation (scheduling flights, booking hotels, arranging for rental cars, etc.) and travel alterations.
  • Scheduling travel using GovTrip program.
  • Itinerary planning.
  • Develop theoretical estimates for specific trips.
  • Input actual travel related expenses for approval for specific trips.
  • Manage traveler profiles in Concur including new account creating and maintaining updated traveler profiles and preferences.
  • Maintain traveler's files during and after travel is complete.
  • Complete vouchers once travel has been completed.
  • Assist managers and staff members in travel related financial processes including managing accounts, reconciling transaction reports, processing travel card applications, and resolving relevant issues locally and through communications.

General Administrative Support Activities Associated with the Foregoing:

  • Prepare reports for managers of DOE-ID and others as needed. This includes gathering, analyzing, organizing and presenting information and data in a logical, persuasive manner.
  • Preparing and maintaining word processing, spreadsheets, databases and/or other software files and information on behalf of the contractor and DOE-ID and other DOE management.
  • Reading, understanding and bringing to management's attention items requiring attention from the variety of data and reports sent to the office for action.
  • Screen, direct, and handle incoming telephone calls and requests; respond to inquiries exercising significant initiative and judgment based on knowledge of policies and procedures, including answering customer inquiries as appropriate.
  • Schedule appointments, arrange meetings, and prepare required materials.

Required Qualifications:

  • High school and 5 years or more of related experience.
  • Excellent written and verbal communication skills.
  • Management and organizational skills, and ability to perform detail-oriented work.
  • Familiarity with training and qualification processes; preference on DOE eTQP.
  • Experience in applying analytical techniques, performing various types of process/database/system review, developing process improvements, and using automation tools.
  • Experience in database management (interactive database management preferred).
  • Proficiency in development and presentation of staff training.
  • Working knowledge of word-processing and integrated software applications; proficiency with the Microsoft Office suite of tools.
  • Ability to independently perform multiple tasks with dynamic priorities; ability to create various types of performance status reports.

Desired Qualifications:

  • Background, education, or experience associated with supporting federal agencies, national laboratories.
  • Strong management and organizational skills and ability to perform detail-oriented work.
  • Ability to read and interpret documents.
  • Demonstrated skill working in a fast-paced environment; a high level of comfort with multitasking and rapidly shifting priorities.
  • Experience working in a DOE environment.
  • Knowledge of Idaho National Lab (INL) site mission, activities and priorities.
  • Working knowledge of DOE-ID management databases/systems, policies, and procedures.

Other Qualifications:

  • US Citizenship is required.
  • Must be local to Idaho Falls, ID and willing to work onsite.

The pay range for this position based on part-time employment is $25.00 - 30.00/hour.
