SUMMARY: (Summary description of the primary duties and objectives of the position.) |
The Certified Occupancy Specialist (COS) manages the day-to-day operations of assigned properties. The COS works collaboratively with the other team members to manage and coordinate all aspects of agency subsidized properties including tenant relations, billings, files, and inspections. The COS will also be responsible for maintaining active waiting list and other intake duties. |
ESSENTIAL DUTIES: (Individual duties, assignments, and responsibilities required of the position.) |
- Responsible for intake including answering inquiries and processing applications in accordance with the HUD/IHDA regulations.
- Conduct prospect placement interviews, research previous housing, landlord and criminal history.
- Screen applicants and complete all paperwork associated with HUD, HOME Program, LIHTC, and IHDA programs.
- Responsible for all aspects of move-in/move-out procedures following established guidelines.
- Maintain tenant files in accordance with HUD regulations, as well as IHDA regulations when applicable.
- Perform Move-in, Annual and Interim Recertification for continued subsidy eligibility.
- Verify through 3rd party, household income, assets and household compositions for continued subsidy and rental determination.
- Assist in investigations of alleged unreported income and assets.
- Prepare for and participate in all external HUD inspections (REAC/NHC/internal audits/fire marshal, etc.)
- Hold tenant meetings and inspect tenant apartments as needed.
- Take resident phone calls, work orders, and complaints.
- Maintain good relationships with other agency departments as appropriate (accounting, intermittent programs, etc.)
- Ensure timely rental payments and issue notices and evictions as well as assisting with turnover of vacant units.
- Responsible for regulatory compliance, adherence to all pertinent HUD/IHDA, federal, state and local regulations of HUD 202/811 and Section property.
- Review and follow the policies and procedures set forth for Anixter Center and Housing Management.
- Maintain communication with the property manager and submit written reports as needed.
- Travel between agency facilities as requested.
- Maintain EIV records and standards in accordance with HUD regulations.
- Performs other related duties as assigned.

REQUIREMENTS (Competencies, skills, abilities, experience, education necessary.) |
- High School Diploma or equivalent.
- Valid Illinois driver’s license required.
- Ability to meet agency insurance requirements.
- Must be detailed-orientated, organized, possess strong interpersonal skills, professional demeanor, be familiar with HUD, HOME Program and tax credit regulations and be proficient in basic computer skills-hardware and software.
- Must have strong writing, clerical, and organizational skills.
- COS certificate must be obtained within six months of employment.
