The Assistant Program Manager is responsible for the identification, assessment, referral, and evaluation of individual services. This role supports the mission of Ascentria Care Alliance by ensuring that all work activities are conducted within the policies and standards established by the organization. The role also involves monitoring health and safety in independent living environments, advocating for client rights, and encouraging self-advocacy. Additional responsibilities include coaching clients in developing skills for independence, overseeing staff supervision and development, and handling some direct support, intakes, and documentation submissions.

Essential Responsibilities:
• Share on-call support with the Program Manager/Director.
• Ensure compliance with State of Maine/Federal regulations.
• Offer guidance, direction, and delegation to staff to maintain smooth and efficient program operations.
• Share responsibility for staff supervision, including coaching and handling disciplinary actions.
• Ensures accurate and timely submission of documentation to the State of Maine's managed care consultant (Ascentra).
• Assist in interviewing, training, mentoring, and evaluating staff performance.
• Help address complaints and resolve problems as assigned by the Manager or Director.
Case Management Responsibilities:
• Provide direct support, advocacy, and oversight to individuals served, according to their treatment plans.
• Assess, evaluate, and develop individualized plans of care based on client needs.
• Establish links within the community, including making referrals, coordinating services, and advocating for client access to needed supports.
• Develop strong working relationships with external and internal stakeholders, such as public/private guardians, provider agencies, and community vendors.
• Ensure documentation standards, site standards, and service delivery meet or exceed contractual, regulatory, and agency obligations.
• Complete all required documentation (e.g., ISP, evaluations, census, continuing stay reviews, assessments, MaineCare, Medicare, Social Security applications).
• Conduct intakes as requested by the Program Manager or Director.
• Maintain a clean, safe, and organized environment in compliance with regulatory and program guidelines.
• Attend mandatory team meetings and clinical supervisions (no fewer than 4 hours per month).
• Ensure additional training requirements are met as set forth by licensing divisions, OSHA, and the agency.
Required Education and Experience:
• High School Diploma or GED.
• Associate or bachelor’s degree in a Human Services related field preferred.
• MHRT-C (Mental Health Rehabilitation Technician - Community) certification.
• Supervisory experience.
Required Skills and Abilities:
• Ability to make well-reasoned decisions both independently and as part of a team.
• Strong written and verbal communication skills, including the ability to write reports and grants and give presentations to groups and individuals.
• Ability to follow through on tasks to meet individual or agency needs.
• Strong discretion in handling confidential information (HIPAA compliance).
• Ability to manage multiple tasks in a fast-paced environment, adapt to client needs, and handle stress effectively.
• Proficiency in computer skills, including email, word processing, and internet. Ability to learn software required for documentation.
• Ability to travel regularly between office locations as needed.
Licensure, Registration, and Certifications:
• Valid State-issued driver’s license and proof of current insurance.
• MHRT-C certification, covering domains such as Behavioral, Psychological, and Rehabilitation Intervention Models, Community Integration, Trauma and Resiliency, Cultural Competency, and Vocational Support.
• Maintain required certifications per agency policies and state regulations.
Training Requirements:
• All necessary training as mandated by the Agency and State of Maine licensing.
