DUTIES AND RESPONSIBILITIES
1. Perform monetarily specialized procurement duties primarily for assigned departments.
2. Review, approve, route, and process purchase requisitions or other procurement documents within monetary authority limits, for accuracy, appropriate supportive documentation and compliance with State Procurement Code.
3. Train procurement liaisons or other agency procurement staff on proper purchasing processes and procedures according to authority limits.
4. Assist with providing maintenance, data entry, and enhancements for an automated procurement and contract tracking system, vendor database files, fixed assets database files, and other related automated or manual files.
5. Assist in the research of catalogs, brochures, and other sources to determine availability to provide justification regarding sole source and emergency procurements.
6. Image, scan and index all procurement documents.
7. Assist in preparation of pre-bids and pre-proposals conferences and attend site inspections.
8. Assist and provide information in the preparation of bids, proposals, and contracts maintained in the Purchasing Section.
9. Prepare related reports, memoranda or letters and attend meetings as required.
10. Assist in obtaining insurance certificates and W-9 forms on all projects and provide risk assessments on the purchases of goods and services on procurements within set signature authority.
11. Process and update contract database and route contracts according to policies and procedures.
12. Provide administrative support to supervisor or other procurement professionals when required, in the evaluation and analysis of procurement market conditions, and interviewing of sales representatives to invite quotations or to respond to issues and complaints.
13. Any one position may not include all the duties listed. However, the allocation of positions will be determined by the amount of time spent in performing the essential duties listed above.
14. Perform other job-related duties as required or assigned.
