SME/Lead Software Engineer/Developer

Responsibilities:

• Serve as a Subject Matter Expert (SME) for code and application development, offering deep technical expertise and leadership across all development phases.
• Lead the design, development, and iterative improvements of the IRS Project Tracking System (PTS) application, ensuring alignment with Agile methodologies.
• Provide technical guidance and mentorship to developers, fostering an environment of best practices in Agile, CI/CD, and secure coding standards.
• Lead Product Owners and stakeholders to prioritize backlogs, refine user stories, and deliver solutions in line with the IRS Performance Work Statement (PWS).
• Ensure all code quality, security, and compliance, adhering to IRS-specific cybersecurity standards, FISMA guidelines, and CMMI Level 3 processes.
• Manage SQL database performance, schema design, and optimization to support PTS functionalities and reporting needs.
• Ensure successful deployment and management of applications on WildFly Application Server in the IRS virtual environment.
• Maintain and enhance Business Objects (BO) reporting tools, ensuring seamless integration with PTS data.
• Develop and execute automated testing strategies, ensuring software robustness and compliance with IRS and federal guidelines.

Skills/Qualifications:

• Proven expertise in Java for web-based applications, with familiarity in frameworks such as Spring.
• Hands-on experience with Microsoft SQL Server, including schema design, performance optimization, troubleshooting/bug fix, and SQL scripting.
• Knowledge of deploying applications using WildFly Application Server and managing environments in virtualized infrastructure.
• Proficiency in Business Objects (BO) for report generation and management.
• MCSE certification preferred, with a strong background in SQL database management, Java programming, and software testing.
• In-depth understanding of CI/CD pipelines, automated testing tools, and Agile tools like Jira and Confluence.
• Knowledge and background of ITILv4 specifically Change, Problem and Configuration Management.
• Comprehensive knowledge of FISMA and IRS cybersecurity standards, with experience maintaining compliance documentation.
• Strong understanding of accessibility guidelines (WCAG 2.0, Section 508 compliance) and CMMI Level 3 standards.
