GENERAL PURPOSE OF THIS JOB (Summary)

  • The Safety Superintendent/Coordinator is to assist in the development of a comprehensive Site-Specific Safety Plan in such a way as to involve and receive support from the Corporate Safety Team.
  • The Safety Superintendent/Coordinator must then establish and implement a comprehensive Safety Leadership, training, and tracking matrices for the project.
  • The Safety Superintendent/Coordinator then acts as a resource in support of site operations personnel to ensure they are fully aware of these requirements and help ensure they are completed.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Human Resources

  • Ensure that company policies and guidelines are understood and followed by you and all your direct reports (if applicable). Specific policies and guidelines include, but are not limited to the following:
    • General Conduct.
    • Attendance.
    • Harassment.
    • Drug and Alcohol Awarness.
    • Valuing Diversity and Inclusion.

Health & Safety/Functional Responsibilities

  • Assist with and the implementation of and compliance to the Site-Specific Safety Plan in consultation with the Project Manager/Superintendent, Area Manager and the Corporate Safety Team.
  • Establish a Site-Specific Safety Leadership matrix that identifies the responsibilities of each project member with respect to safety at the project.
  • Establish a Site-Specific Training Matrix that identifies the equipment operating and special skills/qualification of each project member.
  • Establish Tracking Matrices that evaluate compliance of site management with, Safety Huddles/Pass Meetings, 5-point card, CRM, equipment preoperational inspections, Near Miss and Safety Improvement reporting, Procedure Review and Planned Job Observations.
  • Ensure that all required documentation is completed and filed per MSHA, client and Cementation Requirements.
  • Provide health and safety and orientation training to newly hired employees.
  • Assist the front-line supervisors with investigations and preparation of reports for all incidents /injuries or health and safety-related conditions.
  • Assist front-line supervisors with weekly safety meetings and huddles for the crews.
  • Assist the site supervision with the development and completion of work procedures and competency-based training requirements.
  • Assist the site supervision with compliance package completion.
  • Conduct regular workplace inspections of all site facilities, both surface, and underground.
  • Assist with the thorough and timely completion of incident investigations and related reports.
  • Attend crew safety meetings on a regular basis and assist with/deliver safety presentations as required.
  • Coordinate, track, and implement CRM, PASS, and the safety pays programs.
  • Ensure the accurate maintenance of records and statistics related to health, safety, and first aid matters and provides reports to the Project Manager/Superintendent.
  • Ensure safety notices and signs are posted as required.
  • Assist with ensuring that fire extinguishers and fire suppression systems are inspected and maintained.
  • Conduct regular personal follow-ups with any injured employees.
  • Administer light-duty and modified/alternate work programs.
  • Conduct surveys of all safety equipment and make recommendations for the improvement of the same where appropriate.
  • Advise and assist the project management team with the preparation of job procedures and monitors compliance based on the monthly compliance report.
  • Ensure that all required procedures are prepared, accurately filed, updated as required and reviewed with site crews.

Client Relations

  • Work closely with client representatives to ensure safety activities and training conducted by Cementation operations personnel are compatible with client policies, procedures, and activities.
  • Address client concerns in a timely manner working diligently to answer their questions and/or solve problems/issues.

Regulatory Compliance/Relations

  • Advise management on all government safety, health regulations and standards, aspects of the Mining Safety and Health Administration regarding mine and construction procedures.
  • Liaise with government inspectors and officials as required.
  • Accompany government inspectors and officials on safety tours.
  • Ensure updates to the MSHA compliance binder as needed to avoid paperwork citations.
  • Actively participate in the site continuous improvement program by working with other site groups to seek best for project solutions to achieve and exceed project goals.
  • Track and maintain compliance with ATF requirements.

Training

  • Establish health, safety, and first aid training and induction programs.
  • Establish and coordinate health, safety, first aid, fall protection and Mine Rescue training as well as any regulatory or Cementation annual or pre-employment testing requirements.
  • Assist in the development of in-house training programs for employees.
  • Keep abreast of the Mining Safety and Health Administration and legislative changes.

QUALIFICATIONS

Education and Experience

  • 5 to 10 years of related mining experience, including previous experience in health and safety role.

Certificate(s), License(s), Registration(s)

  • MSHA Underground Certification required.
  • Professional certification as CMSP, CSP, CIH is preferred.
  • Associates or Bachelor's degree in occupational safety is preferred.
