Job Summary:
This position is responsible for overseeing and ensuring the successful delivery of CenCal’s analytics products and services. As a hands-on manager, this role leads a team of technical professionals dedicated to creating analytics deliverables that exceed the expectations of business users. These deliverables include dashboards, reports, analyses, data extracts, and files. Additionally, the team provides services such as supporting business processes like HEDIS, advising on reporting strategies, performing ad-hoc analyses, and addressing analytics needs across the organization.
The Manager, Analytics Delivery, manages the intake, prioritization, tracking, and resolution of new requests, enhancements, and issue fixes. This role also contributes to the planning, organization, and execution of strategic projects related to the sharing and effective use of data both internally and externally.
Key responsibilities include directing work plans for team members, contractors, and consultants to support strategic initiatives, including system implementations. The primary focus of this role is to provide analytics solutions that optimize operations, uncover hidden risks and opportunities in data, and align with CenCal Health’s corporate objectives.
This position reports to the Director of IT Analytics.
Duties and Responsibilities

Collaborates with management to develop and implement CenCal’s IT Strategic Plan, leading strategic data reporting projects aligned with organizational objectives.

Oversees the development, delivery, quality, and maintenance of products created by the IT Analytics Delivery team.

Builds and nurtures strong relationships with key stakeholders.

Manages the team’s day-to-day operations, ensuring efficient workflows and adherence to priorities.

Ensures staff follow established software development standards, guidelines, and SDLC processes.

Oversees the protection and organization of source code, workflow diagrams, data dictionaries, and related documentation.

Maintains an in-depth understanding of analytics data sources, including the Enterprise Data Warehouse (EDW), applications, third-party data, and reference data.

Promotes a future-focused approach to request requirements, emphasizing strategic goals to guide product design and development.

Manages the request inventory and pipeline, including intake, solution design, assignment, and progress monitoring.

Evaluates requests to ensure alignment with analytics solutions and assigns them to relevant IT development teams as appropriate.

Maintains a comprehensive library of supporting documentation, including data dictionaries, policies, procedures, guidelines, job aids, and run books.

Monitors resource capacity and utilization to optimize team efficiency.

Tracks and meets individual and team performance metrics and SLAs.

Develops and maintains onboarding and offboarding plans for team resources.

Promotes cross-training to enhance team skills and build bench strength.

Ensures staff compliance with required corporate and regulatory training programs.

Researches and recommends technical solutions to improve data quality and reporting processes.

Qualifications
Knowledge/Skills/Abilities

Proven ability to manage technical and analytics resources in the development and delivery of analytics products.

Skilled in building and leading highly effective teams of analytics professionals and supporting resources.

Experience with Medi-Cal/Medicaid business processes and knowledge of DHCS/DMHC guidelines is highly preferred.

Health plan experience is strongly preferred.

Education and Experience

Bachelor’s degree in Computer Science or a related field, or equivalent experience.

At least 5 years of experience with Oracle, P/L SQL, SQL, and Cognos, along with a strong interest in learning new technology platforms and tools.

A minimum of 5 years of experience in the healthcare industry, with a solid understanding of Medi-Cal business processes and programs.

5 years of hands-on experience in dashboard creation, reporting, and programming using major BI platforms such as Cognos, Power BI, and Tableau.

Extensive knowledge of current IT programming paradigms and methodologies.

Advanced proficiency in Microsoft Office tools (Excel, Word, PowerPoint), including expertise in data management techniques like PivotTables.

Strong experience working with relational databases and supporting technologies.

At least 3 years of experience managing technical teams and resources.
