Job Summary
The Department of Land Management (DLM) of the City and County of Honolulu is seeking a Development Planner for its Asset Development Division. This position involves responsible and professional work in organizing and managing real property development projects for the City.
Duties
- Prepares, procures, negotiates, and administers various contracts and documents, including solicitations (requests for proposals (RFP), requests for grant proposals (RGP), requests for qualifications (RFQs), or requests for information (RFI)), financing/grant application and proposals, ground leases, development contracts, financing agreements, design and construction contracts, construction administration, environmental documentation including Phase 1 and Phase II ESA reports, Chapter 343, HRS and National Environmental Policy Act, national and state historic preservation, and other documentation or contracts relating to county, state and federal requirements. Participates in the selection of developers, consultants, and contractors, and negotiates fees in compliance with applicable procurement laws and regulations.
- Perform due diligence activities to determine feasibility, which includes (but is not limited to) reviewing land appraisals, project financial assessments, title reports, ALTA surveys, geological surveys, property condition surveys, environmental condition studies, civil engineering plans, architectural renderings and floor plans, project budgets and pro formas, schedules, and other related project documentation.
- Manage and coordinate real property development with other departments/agencies, contractors/consultants, and other related parties
Experience
- Knowledge of development processes and financial structuring
- 3 years of experience in real property development preferred
- A background in urban planning or related fields is preferred.
Job Type: Full-time
Pay: $54,984.00 - $75,252.00 per year
