HAWAII HOUSING FINANCE AND DEVELOPMENT CORPORATION (HHFDC, Honolulu, HI)
The Hawaii Housing Finance and Development Corporation (HHFDC) is responsible for the financing and development of affordable housing in the State of Hawaii pursuant to Chapter 201H, Hawaii Revised Statutes. The HHFDC is administratively attached to the Department of Business, Economic Development and Tourism (DBEDT), State of Hawaii.
Chief Planner position is in the Planning, Evaluation, and Compliance Branch (PECB) of the HHFDC. This Branch performs overall planning, evaluation, research, real property portfolio management, and compliance monitoring activities for programs administered by the HHFDC, as well as coordinates legislative and fair housing activities. The Branch consists of the Planning and Evaluation and Real Estate Portfolio & Compliance Sections.
The Planning and Evaluation Section provides planning, evaluation, legislative and administrative rule-making support for the HHFDC and a framework for policy and administrative decision making. The Real Estate Portfolio and Compliance Section manages the HHFDC’s portfolio of non-single family real property and performs activities to ensure the HHFDC manages and operates programs in accordance with federal and state requirements, and corporate policies and directives.
The position will be responsible for supervising the Planning, Evaluation, and Compliance Branch staff.
QUALIFICATION REQUIREMENTS:
Knowledge/skills/abilities: Have demonstrated qualifications of education, training and experience to be able to plan, organize, direct and coordinate a major subdivision of public planning affecting broad areas of community life and development; establish and maintain effective relationships with public and private groups and individuals including the initiation of cooperative agreements; and speak and write effectively.
Education: Graduation from an accredited college or university with a master’s degree in urban or regional planning, public administration, or related fields.
Experience: Five (5) years of progressively complex responsible experience which required the application of research and analysis principles for the formulation of plans and programs, and policy recommendations.* Knowledge of the purpose, principles and practices of public planning; general research sources and sources of socio-economic information; research and statistical methods and techniques used in public planning; report writing; governmental organization programs an functions; public relations; trends in public planning; and principles and practices of supervision.
Three (3) years of professional supervisory experience.
A valid driver’s license is required.
