Position Information

Entry-level position to kick start your career in real property assessment

Property Valuation

The Department of Budget and Fiscal Services (BFS ) is hiring for several entry-level Professional Trainee I positions to provide training for a career in the Real Property Assessment Division. As a Professional Trainee I, you will have the opportunity to enter a training program to learn about one of the following areas of real property assessment:

Starting as a Professional Trainee I in this area, you will have the opportunity to move up and progress into the Property Valuation Analyst series (Professional Trainee I, II, Property Valuation Analyst I, II, and III) as you learn about the models used for the valuation of the City’s real property assessment program; the rules and regulations, procedures, and reference manuals; how to research and create reports and presentations; draft legislation; handle employee training and development; create tax relief forms; handle the procurement program; handle annual projects; conduct studies; and handle the quality assessments program. There are currently two full-time temporary (limited-term) positions in this section in Honolulu with the possibility of extension and may become permanent after successful completion of the training program.

Real Property Appraisal

In this career path, you will have the opportunity to move up and progress into the Real Property Appraiser series (Real Property Appraiser I, II, III, and IV) as you are trained on how to evaluate and assess all real property in a uniform and fair manner for tax purposes as provided by law. You will learn the principles, theories, methods and techniques of appraising real property, and receive orientation as to the functions and objectives of the Real Property Assessment Division; complete assigned readings on the fundamentals of real property appraisals and applicable laws; secure factual data from various sources such as legal descriptions, records of taxes, deeds or encumbrances; accompany higher level appraisers conducting on-site inspections of land and improvements to receive training in assessment methods of real property; and perform other related duties as required. There are currently two full-time temporary (limited-term) positions in this section in Kapolei with the possibility of extension and may become permanent after successful completion of the training program.

Real Property Compliance

Starting as a Professional Trainee I in this area, you will have the opportunity to move up and progress into the Real Property Compliance Specialist series (Professional Trainee I, Real Property Compliance Specialist II and III) as you receive training in real estate practices, real property tax laws and related rules and regulations; learn interviewing techniques and various sources and methods of securing information; assist higher level staff in conducting audits and assessments of less complex exemptions and dedications in accordance with current Revised Ordinances of Honolulu; and receive training on evaluating data collected, making recommendations, and writing reports. There is currently one full-time permanent position in this section in Honolulu.

The Expectation Is That If Hired, With Satisfactory Work Performance And Experience, You Will Progress Up The Career Ladder In The Respective Specialty Area. The General Career Progression Is As Follows

Minimum Qualification Requirements

At time of application, you must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.

Education Requirement

A combination of education and experience substantially equivalent to graduation from a regionally-accredited four-year college or university.

Education obtained outside of the United States must be comparable to a degree earned at a regionally-accredited college/university in the United States. In order to receive credit for the education, a foreign credential evaluation (FCE) must be provided. We also reserve the right to request further information about your academic program, evidence of comparability, or an original transcript.

Substitution: Work experience may be substituted for the Bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree. It is important that applications include sufficient information regarding the scope and nature of work duties and responsibilities to demonstrate how work experience may be a substitute for the required bachelor’s degree.

License Requirement

Possession of an appropriate valid driver's license, as required.
