SummaryThe City of Bend Engineering Department is actively recruiting for one (1) full-time Construction Right of Way Manager. This opportunity is a non-represented, FLSA exempt position (not eligible for overtime). The position reports to the Assistant City Engineer in the Engineering Department.

Functions, Duties And ResponsibilitiesEssential Functions Include:The information provided below encompasses the essential functions and capabilities linked with this position.
Duties And Responsibilities The individual in this position is expected to engage in the following work-related activities.
  • Plan, organize, manage, and administer functions, activities, and services of a program(s); develop and implement program and strategic planning; implement and assist in the development of program policies, procedures, and business practices; evaluate goals, objectives, priorities, and activities to improve performance and outcomes; recommend and establish administrative controls and improvements; develop procedures to implement new and/or changing regulatory requirements; serve as a member of the management team.
  • Direct and approve through subordinate supervisor(s) the planning, prioritizing, assigning, supervising, training, and review of the work of a diverse workforce; act as a resource, and provide direction, guidance, and leadership to staff; advise on the more complex and sensitive concerns and issues; may select, direct, and manage the work of consultants.
  • Oversee, develop, and administer budget, including forecasting resources; monitor budget to actual revenues and expenditures and suggest adjustments; manage quarterly and annual budget update processes for assigned program(s). Provide data and input in the creation and maintenance of other program, division or department budgets.
  • Review and analyze pertinent statutes, regulations, ordinances, and policies in terms of impact on organizational unit and to ensure compliance.
  • Ensure that critical unit functions are completed, and tasks and duties assigned to staff are achieved within schedule, or progressing as scheduled.
Managerial Responsibility This position is a management position which encompasses supervisory responsibility, including the following tasks.
  • Directly or indirectly supervise all team members, including training, assigning, and directing work, evaluating performance, disciplining as necessary, and addressing employee concerns and grievances.
  • Provide team members with regular feedback on performance, including frequent informal feedback, annual performance reviews, assisting with professional development, and making recommendations for employee separations, promotions, or special assignments.
  • Participate in the recruitment of new employees, including interviewing and making hiring recommendations/ decisions and compensation recommendations.
  • Disseminate, implement, and enforce organization and team standards, policies, and procedures, including providing proper guidance to those carrying out related duties.
Knowledge, Skills And QualificationsKnowledge, Skill, and AbilitiesThe individual in this position is expected to possess and exhibit the following knowledge, skills, and abilities.
Knowledge:
  • Knowledge (such as would be acquired through pertinent education, experience, training, or independent study) of basic principles, concepts, and methodology of a professional or administrative occupation, and skill in applying this knowledge in carrying out elementary assignments, operations, or procedures.
  • In addition to the practical knowledge of standard procedures in Level 1?4, practical knowledge of technical methods to perform assignments such as carrying out limited projects that involve use of specialized complicated techniques.
Skill & Ability Requirements
  • Communication, interpersonal skills as applied to interaction with coworkers, supervisors, the general public, and other stakeholders sufficient to exchange or convey information to provide and receive work direction.
  • Maintain the knowledge of principles and standards of employee management and supervision, including training, scheduling, and performance evaluation.
  • Maintain working knowledge of software, databases, and programs applicable to the work unit’s assignments.
  • Business and management principles involved in strategic planning, resource allocation, leadership techniques, and coordination of people and resources.
  • Understanding and applying city policies, rules, and bargaining agreements as they apply to assigned staff.
  • Understand, remember, communicate, and apply complex oral and/or written instructions and factual information.
  • Ability to manage a multicultural workforce, promote an equitable workplace environment, and apply equitable program practices to diverse and complex City services.
  • Plan, lead, and provide program oversight in developing goals and objectives for assigned area.
  • Exercise sound judgment to solve problems, work independently and make appropriate decisions regarding work methods and priorities.
  • Apply Management theory and principles and processes of supervision, customer service, governmental accounting, budget, and public administration and program services.
Education, Experience, Certifications and/or Licenses Any combination of experience and training that would likely provide the knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be as noted below.
  • Associates Degree or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities as outlined in this job description.
  • 4 to 5 years’ experience in a similar position and/or performing similar tasks.
  • 2 to 3 years’ of managerial experience.
Specific Requirements and/or Qualifications
  • Specific licensure or certification in the appropriate field may be required for certain positions.
  • A valid state driver’s license may be required for certain positions.
Preferred Qualifications
  • Experience working for a public agency.
Distinguishing Characteristics
  • Manager II is the second level of three classifications in the Manager Series
  • Manager I is distinguished from the Manager II in that the formers assignments are less technical, complex and are generally in a single area or more focused area. A Manager 1 may be assigned to a small burgeoning program while it develops into a larger more robust program with a growing work unit.
  • The Manager II is distinguished from the Manager III due to the Managers III’s complexity of highly-regulated programs within their division, financial impact, significant consequence of error, and level of work performed by subordinates.
  • Distinguished from the Director Series: A Manager's budget responsibility is limited to their assigned work unit, program, or division. Directors are responsible for the strategic direction, successful operation, and overall budget of their assigned department. A Manager's scope of work, level of responsibility and City impact is lower than the Director Level.
