Duties

Essential (primary)

Plans and implements neighborhood improvement programs and projects.

Supervises staff and volunteers during special projects.

Plans and implements educational programs for tenants, landlords and maintenance professionals.

Manages individual neighborhood complaint case load and sets guidelines for that neighborhoods code enforcement.

Performs on-site inspections of new and existing rental projects to ascertain compliance with Bloomington codes and regulations.

Prepares cases for the Board of Housing Quality Appeals and Board of Public Works.

Manages cases under the Indiana Unsafe Building Law.

Performs and plans review of construction and rehabilitation applications to ensure compliance with building and housing property maintenance codes.

Receives and resolves complaints from the public, Health Department, Fire Department, and others to ensure compliance with Bloomington codes and ordinances.

Assists Housing Development Division in developing partnership programs to revitalize and stabilize neighborhoods.

Testifies in court matters pertaining to inspections and ordinance enforcement cases as needed.

Takes all reasonable steps to maintain a safe work environment.
Non-Essential (secondary)

Assists in training of new Officers.

Performs related duties as assigned.

Job Requirements

Minimum knowledge equivalent to a high school education plus up to 18 months of additional training in a trade (electrician, plumbing, construction, etc.).

Minimum experience equivalent to over one year, preferred.

Knowledge of standard practices and procedures of construction, electrical, and plumbing trades.

Ability to obtain State certification in construction inspection within two years of hire.

Knowledge of and ability to apply various federal, state, and local housing codes, rules, and regulations to particular cases or situations.

Ability to deal courteously, effectively and tactfully with co-workers, landlords, tenants and members of general public under conditions of potential conflict.

Ability to direct, supervise, and evaluate the work of subordinate staff.

Ability to frequently climb stairs, bend, lift, and enter confined spaces.

Ability to legally operate assigned vehicles.

Difficulty of Work and Personal Work Relationship

DIFFICULTY OF WORK:

Performs significant amount of duties in the field in various weather conditions, and is exposed to the normal hazards associated with construction, electrical, and plumbing trades.
Work schedule typically follows a routine daily schedule, though the incumbent is required to work evenings, weekends, and holidays, as needed.

Must be able to lift up to 50 pounds, climb ladders, crawl in confined spaces, bend, squat, sit, and stand for long periods of time.
PERSONAL WORK RELATIONSHIPS:

Maintains frequent contact with department superiors and co-workers, landlords, tenants, and members of the general public for the purpose of coordinating assignments, receiving complaints, and regulating and enforcing state and local housing code ordinances.
