POSITION SUMMARY:

The Recreation Facilities Manager is responsible for operation, maintenance, leadership, and direction of the City of Champlin’s, Champlin Ice Forum (CIF), Mississippi Crossings Event Center (MCEC), and related work as apparent or assigned. This position plays a key role in overseeing and coordinating of complex work planning, development, sales, customer service, marketing, policies, and programming of the CIF and MCEC. This position is responsible for the direct supervision of the Ice Forum Maintenance Supervisor, Event Center Supervisor, and seasonal/part-time staff.


ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:

  • Responsible for the direct supervision, training, work direction, and evaluation to the Ice Maintenance Supervisor, Event Center Supervisor, and part-time/seasonal staff to ensure staff are fully trained and knowledgeable of goals, objectives, City policies, desired performance, and strategic outcomes.
  • Responsible for the scheduling usage of CIF, solicits sponsorships, and develops programming to maximize revenue generation and community use.
  • Responsible for the oversight of usage of the MCEC to maximize revenue generation and community use. 
  • Prepares and monitors annual operational and capital improvement budgets of assigned areas to ensure expenditure and revenue allocations are being met. 
  • Oversees and facilitates the purchase of all budgeted equipment, materials, and supplies in accordance with the City’s purchasing policy. 
  • Responsible for managing standards for daily maintenance and cleaning and establishes a preventative maintenance program for the buildings and equipment to identify, prioritize, manage, and supervises a regular maintenance and necessary repairs of equipment, grounds, and facilities.
  • Develops and maintains strong and positive relationships with current and potential facility users, and acts as the City’s liaison to civic groups such as Champlin Park Youth Hockey Association, high school hockey teams, community groups, MIAMA, MRPA, and etc.
  • Reviews, develops, and establishes standards, policies, and procedures in all phases for the CIF and MCEC to ensure a responsible use of resources.
  • Responsible for developing and managing marketing materials for the CIF, oversees the marketing of the MCEC, and works with the city staff for social media content and public relations. 
  • Responsible for the operation and maintenance of HVAC and mechanical systems of the CIF and MCEC. 
  • Maintain documentation system to account for resources used, revenues generated, inventory, facility use, and establish and monitor cash control systems to ensure proper invoicing and receipt of invoicing for the CIF and MCEC. 
  • Perform other duties and assume other responsibilities as apparent or assigned.  



KNOWELDGE, SKILLS, AND ABILITIES

  • Ability to communicate clearly, professionally, and precisely orally and in writing, including presentations. 
  • Knowledge of facility management principles, practices, policies, and methods as applicable to a municipal setting. 
  • Knowledge of and experience in business operations that include but are not limited to sales, customer service, marketing, and budget development and management.
  • Knowledge of industry equipment, materials, tools, maintenance, and standard practices used in an ice arena and event center.
  • Ability to read and interpret blueprints and manuals and manage construction projects. 
  • Knowledge to apply federal, state, and local safety and code requirements as they apply to municipal recreational facilities and equipment. 
  • Ability to work as part of a team and establish and maintain good working relationships with general public, City Council, contractors, businesses, staff, and other government agency personnel, displaying political agility and discretion.
  • Strong sense of initiative and integrity; ability to work independently, follow-through with projects, and provide self-direction.
  • Knowledge of supervisory techniques and methods to have the ability to be a strong and supportive leader that promotes an innovative and creative work environment. 
  • Ability to organize, supervise, and motivate staff that allows them to perform their duties, make decisions, and hold them accountable for their work and ensure safety in the workplace. 
  • Ability to plan and allocate the use of personnel and equipment to accomplish assigned tasks.
  • Ability to identify issues and proactively address them to position the City in a positive manner.
  • Ability to obtain any industry licenses required by law or the City to perform the required position duties.
  • Ability to be reachable and work on nights and weekends for emergencies, events, and other City business. 



MINIMUM QUALIFICATIONS:

  • Bachelor’s Degree in Parks and Recreation Management, Business Administration, or related field.
  • 2 years of supervisory experience.
  • 2 years of experience recreation or facility management experience.
  • Experience with operational and capital budget development and maintenance.
  • Experience with Microsoft programs, including Outlook, PowerPoint, Excel, and Word.
  • Must have excellent writing and oral communication skills, and interpersonal and leadership skills. 
  • Must be able to physically perform all essential duties of the position.
  • Valid Driver’s License.
  • Must be able to work various hours at the CIF and MCEC during the week and weekend to adequately serve the public. 


 

DESIRABLE QUALIFICATION:

  • 4 years of recreation facility management experience.
  • Extensive experience in marketing, sales, and customer service.
  • Prior municipal work experience. 
  • Experience with CivicRec, FinnlySport, or other online recreation/registrations systems. 
  • Certified Facility manager/administrator or similar certifications


SUPERVISION:

Position is responsible for direct supervision of Ice Forum full-time, part-time, and seasonal staff. This position works independently with little supervision and is responsible for leading the CIF and MCEC operations for the organization.



WORKING CONDITIONS

Environmental and Physical Conditions: 

Indoor and outdoor environments; exposure to computer screens; working closely with others; frequent interruptions.  Possible exposure to inclement weather conditions, exposure to working with moving objects/vehicles. Duties require maintaining physical condition necessary for sitting, standing, walking for prolonged periods of time; kneeling, climbing, bending, and stooping, moderate lifting and carrying; general manual dexterity; adequate hearing, vision, and speech required; and must be able to operate assigned equipment and vehicles. Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, bright/dim light, or toxic agents.
