Description
This position assists in the professional civil engineering work in the design, development, review and/or coordination of City capital improvement projects; and performs related work as required. The incumbent works within a general outline of work to be performed, and develops work methods and sequences under general supervision.
The work is considered light in nature and involves walking or standing much of the time and involves exerting up to 20 pounds of force on a recurring basis, or skill, adeptness and speed in the use of fingers, hands or limbs on repetitive operation of mechanical or electronic office or shop machines or tools within moderate tolerances or limits of accuracy. The work requires the following physical abilities to perform the essential job functions: balancing, climbing, crawling, crouching, feeling, fingering, grasping, handling, hearing, kneeling, mental acuity, reaching, repetitive motion, speaking, standing, talking, visual acuity, and walking.
Work environment may involve exposure to dusts and pollen, extreme heat and/or cold, wet or humid conditions, traffic, moving machinery, electrical shock, heights; and is safe and secure that may periodically have unpredicted requirements or demands.
Essential Job Functions
- Assists with professional civil engineering work in the design and development of City water / sewer / stormwater drainage and other capital improvement projects;
- Develops and designs various solutions to engineering problems; seeks alternatives to designs and submits plans for approval;
- Develops and/or approves surveys, scopes of work, estimates, plans and specifications; researches and requisitions project materials and equipment as needed;
- Prepares bid documents;
- Prepares documents and drawings for permit applications and easement acquisitions;
- Attends and participates in pre-bid and pre-construction meetings;
- Reviews contractor pay requests; monitors project spending;
- Assists in the inspection of construction work in progress and at completion for compliance with established policies, procedures, regulations, codes, contracts, and standards of quality and safety;
- Maintains accurate and up-to-date project records;
- Assists in supervising and reviewing the work of engineering technicians and drafters;
- Assists in coordinating projects with local, state and federal agencies, as well as other City and county departments, contractors, developers, engineers, land surveyors, architects, inspectors, and other parties as necessary;
- Provides instructions to CAD technicians and surveyors;
- Facilitates work coordinate with City's inspector and contractor; water and wastewater maintenance, and street division; surveyors;
- Collects, analyzes and evaluates data/information and take necessary action;
- Receives and responds to inquiries, concerns, complaints and requests for assistance regarding areas of responsibility;
- Performs general administrative work as required, including attending meetings, preparing reports and correspondence, entering and retrieving computer data, copying and filing documents, etc.;
- Attends professional conferences, meetings, training, seminars, etc., as necessary to maintain and enhance job knowledge and skills; and
- Performs other related duties as assigned.
Qualifications
MINIMUM REQUIREMENTS TO PERFORM WORK:
- Bachelor’s degree in civil engineering or closely related field;
- Two (2) years of relevant prior experience;
- Valid South Carolina Class “D” Driver’s License;
- E.I.T registered in S.C. for Professional and Land Surveyors preferred.
Knowledge, Skills, and Abilities
- Knowledge of advanced calculus using such factors as limits, real number systems, mean values; algebraic functions including very complex functions; inferential statistics and econometrics;
- Knowledge of personal computer equipment utilizing Microsoft Office 2000, preferred, with skill in the use of word processing, spreadsheet, and Microsoft PowerPoint software programs and skill in the use of AutoCAD software;
- Ability to gather, organize, analyze, examine or evaluate data or information and may prescribe action based on such data or information;
- Ability to provide information, guidance or assistance to people to directly facilitate task accomplishment; may give directions or assignments to helpers or assistants;
- Ability to interpret policy and establishing methods and procedures for acquiring, installing, testing, operating or repairing complex machinery or equipment that requires extended training and experience, such as water/sewer/stormwater systems, or the application of custom or commercial engineering or other complex software or systems; responsible for public acquisitions and construction projects, including preparing specifications for contracts for goods and services;
- Ability to perform work involving the application of principles of logical thinking or scientific practice to diagnose or define problems, collect data and solve abstract problems with widespread unit or organizational impact;
- Ability to read professional literature and technical manuals; speaking to groups of employees, other public and private groups; writing manuals and complex reports;
- Ability to perform specialized technical or entry-level professional work requiring general understanding of operating policies and procedures and their application to problems not previously encountered; application of specialized technical or professional principles and practices or the use of a wide range of administrative methods in the solution of problems; requires normal attention with short periods of concentration for accurate results and occasional exposure to unusual pressure; and
- Ability to guide others, requiring frequent decisions affecting co-workers and others who depend on the service or product; works in a somewhat fluid environment with rules and procedures but with many variations from the routine.
