What are the responsibilities and job description for the Management Analyst - Community Development Department position at City of Crystal Lake?
The Community Development Analyst is charged with assisting with implementing the City’s communication plan and strategy, budgeting, licensing, special events, economic development, and policy development/analysis in addition to being a vital member of the Community Development team. The Community Development Analyst works with each division in the department on special projects, performs a variety of tasks related to public relations and communication activities of the City, including social media platforms and the City’s website, and acts as the staff liaison to the Sustainability Committee. These responsibilities are performed under the direction of the Director of Community Development. Work requires the exercise of considerable judgment, initiative, and discretion.
- Provide information regarding monthly Community Development activities;
- Act as the Freedom of Information Act officer for Community Development;
- Act as the staff liaison to the Sustainability Committee;
- Review, manage and process applications for specialty licenses, special events and food trucks;
- Research and report on recommendations to the City Codes;
- Assist in the City’s Economic Development efforts through implementing strategic initiatives for business attraction and retention as well as marketing of the City;
- Prepare reports in an effective manner;
- Identify, analyze, write, and monitor grants that will benefit the City and achieve budgetary goals;
- Assist in developing policies that improve the organization with regards to improving customer service, streamlining the review process and ensuring consistent application of the City’s requirements;
- Display a willingness to exercise forward thinking, prioritize multiple work projects, organize and accomplish work in alignment with established goals in the Department;
- Establish and maintain effective working relationships with City staff, other organizations, and public;
- Model for staff that all work performed in the Community Development Department meets the City’s high standards for customer service, accuracy, quality, and efficiency;
- Dedicate all efforts so that the City’s mission, goals and objectives are fully initiated and supported; and
- Perform other duties and responsibilities as assigned.
The successful candidate must possess excellent verbal and written communication skills. The candidate must have proven skills in using various social media tools and have proven technical skills in various software applications including Microsoft Office Suite and website content editing and management. The candidate must also have outstanding organizational and time management skills, and be detail oriented with multi-tasking capabilities in a fast-paced environment. Excellent customer service skills, including the ability to deal tactfully with the public and a high level of integrity in dealing with confidential and sensitive information is essential.
- Bachelor’s Degree or higher in Urban Planning, Public Administration, or a closely related field;
- Knowledge of Illinois statutes applicable to land development;
- Knowledge of Geographic Information Systems (GIS);
- Excellent analytical and technical skills, proven problem-solving ability and ability to use sound judgment that results in effective decision making;
- Outstanding communication skills in speaking, writing, and listening, exhibiting diplomacy and finesse, and having the ability to break highly complex issues into simple pieces that everyone can understand;
- Achievement-oriented; and
- Politically astute with experience developing and nurturing relationships with government officials, businesses, boards, and staff.
The anticipated starting salary range for this position is $72,889-$75,000, with starting pay commensurate with experience.
