JOB SUMMARY: This position performs financial, accounting, and administrative clerical work, including verifying financial data for completeness and accuracy and maintaining accounting records of the Finance Department.

ESSENTIAL JOB FUNCTIONS: The following statements describe the principal functions of this job and its scope of responsibility but should not be considered an all-inclusive listing of work requirements. Individuals may perform other duties as assigned, including working in other functional areas to cover absences or relief, to equalize peak work periods or otherwise to balance the workload.

  • Operate, maintain, and balance cash drawer, if needed.
  • Responsible for the collection of miscellaneous receivable payments and utility bill payments, if needed.
  • Post transactions to City accounting system such as payments, adjustments, and/or billings.
  • Enters data and information into the computer and/or computes amounts due from or to the city.
  • Assist with budget preparation-related tasks.
  • Receives and professionally manages phone calls and citizen visits concerning billings and/or services.
  • Responds promptly and professionally when returning telephone calls and replying to correspondence verbally or in writing as appropriate.
  • Maintains accurate files, including pulling and filing documents efficiently, and, in a neat and orderly manner.
  • Creates and maintains accurate electronic records, by scanning, reviewing, and filing, records in an appropriate and timely manner.
  • Receives and distributes City mail to the appropriate addressee or office.
  • Prepares miscellaneous invoices and other reports as assigned by the Finance Director.
  • Bill vendors and customers for receivables within the City of DeFuniak Springs, as necessary.
  • Post receipt of funds, recording cash, check, credit card payments and electronic funds transfers, by verifying and entering transactions accurately and efficiently. Processes incoming payments after verifying their accuracy and timeliness.
  • Manages Department inventory.
  • Acts as Finance Department’s public records liaison to the City’s Records Custodian and/or City Clerk. Completes record requests as assigned by the Finance Director or City Clerk/Records Custodian.
  • Maintains records management and retention records for Finance Department.
  • Supports Accountant and Finance Director as needed; to include accounts payable, payroll, preparing daily deposit, vault and petty cash reconciliation, file management, audit preparation tasks, and other duties as assigned.
  • Crosstrain on other areas of equal or lesser complexity and serve as a backup for those functions.
  • Demonstrates considerable ability to analyze complex data, document, and exercise sound judgment, and prioritization of evolving tasks.
  • Adheres to, and makes decisions in accordance with, applicable laws, rules, regulations, policies, city resolutions and ordinances,
  • Adheres to all work schedule and attendance requirements.
  • Adheres to all safety rules and regulations.
  • Performs other duties as directed and required.
  • Words, behavior, and actions must create a positive public image as a representative of the city.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of and ability to use modern office etiquette, procedures, and practices.
  • Skilled in operating with appropriate speed and accuracy a variety of standard office business equipment including a computer, keyboard, mouse, printer, telephone, calculator, copier, and fax machine.
  • Skilled in calmly serving customers and able to professionally handle stressful situations.
  • Cash handling with accuracy and promptness.
  • Ability to learn the city ordinances as they relate to the Finance department.
  • Ability to perform arithmetic computations accurately and quickly.
  • Ability to politely communicate effectively, verbally and in writing, with employees, supervisors, department directors, other governmental agency representatives, and the public.
  • Ability to use specified computer applications involving word processing, spreadsheets, data entry, and standard report generation.
  • Ability to multi-task to meet multiple deadlines
  • Must possess strong organizational skills.
  • Must have excellent attention to detail while reading, writing, and working.
  • Ability to establish successful working relationships for a pleasant work environment.
  • Ability to work calmly with frequent interruptions
  • Ability to maintain a calm and professional demeanor while serving all customers, including angry or difficult customers.
  • Ability to consistently be courteous and use tact while serving or interacting with other employees, customers, or the general public.

QUALIFICATIONS, TRAINING AND EXPERIENCE:

Required Qualification(s): High School Diploma or GED in addition to college-level credit for passing one or more accounting-related or finance-related college courses at an accredited college, in pursuit of an accounting, finance, or government-related degree. A minimum of 1 year’s finance or accounting experience. Must be bondable. Must possess a valid driver’s license.

Preferred/Desirable Qualification(s): An Associate’s Degree in accounting or general business is preferred. A progressively demonstrated skill of at least three (3) years’ experience and aptitude for performing accounting, preferably in the public sector, is desired. Being bilingual or multilingual is highly preferred.

Special Requirement(s): Must have knowledge of cash handling, personal computers, office equipment and Microsoft Office Environment. Must be detail-oriented and have the ability to multi-task and work in a fast-paced office environment.

An equivalent combination of education, training and experience may be substituted for the minimum requirements.

PHYSICAL DEMANDS AND WORK ENVIRONMENT:_ The physical demands described here are representative of those that must be met by an employee successfully to perform the essential functions of this job. Physical Demands: Must speak, read, write, and comprehend fluent English. Requires the ability to coordinate hands and eyes using modern office equipment and must have moderate levels of eye/hand/foot coordination. Requires use of hand/fingers to handle, feel, and operate objects, tools, or controls such as keyboard; and reach with hands and arms. Specific vision abilities require close vision and the ability to adjust focus. Requires the ability to differentiate colors and shades of colors and the ability to talk and hear. Must be able to lift and/or move up to twenty-five (25) pounds. Physical demands are in excess of sedentary work; requires prolonged periods of standing. Occasionally required to stand, walk, stoop, kneel, and crouch.

Work Environment: A typical work environment will be in an office setting. The noise level is usually quiet to moderate. Occasionally exposed to outdoor weather. Requires occasional travel representing the city at meetings, in various professional associations, or for training and career development. Subject to be called in on a holiday or during an emergency situation.

Hours Worked: Monday through Friday 8:00 am to 5:00 pm in the office unless duties require you to be away from assigned workstation. City Manager and/or Finance Director reserves the right to modify the work schedule based on the needs of the department.

Accounting Technician is subject to reasonable suspicion, work related post-accident, and fitness for duty drug testing.
