If so, this opportunity as the City of Eugene’s Employee Resource Center (ERC) Director might be for you! We seek an experienced and innovative leader who centers employees, is highly relational, willing to try new things, and invested in the training and development of our staff throughout all levels of the ERC team. The ERC Director will direct, manage, and organize the City's Employee Resource Center which includes the following program areas: human resources, labor and employee relations, employee benefits, risk, and emergency management.

Salary Range: Employee Resource Center Director: $138,382 - $186,784 Annually; $66.53 - $89.80 Hourly

Must reside in the state of Oregon and be able to report onsite in Eugene, OR for work as needed.

Work Schedule: Monday - Friday, 8:00 AM - 5:00 PM with flexibility per business need.

Non-Represented Retirement Program: Upon eligibility, the City will contribute an employee contribution of 6%, as well as the employer contribution, to a retirement program administered by the Oregon Public Employees’ Retirement System (PERS). In addition, the City will pay a 3% contribution to a deferred compensation program if the employee contributes at least 1%.  

Bilingual Pay Benefit: This position qualifies for up to an additional 5% of base salary for bilingual pay. Please see “Supplemental Information” at the end of the posting for more information.

  • Directs, oversees, and participates in the development of the division work plan and annual reports in alignment with the City Council Strategic Plan. Oversees and assigns work activities, programs, and projects, reviews and evaluates work products, methods, and procedures; participates in the development of the division and department budget; develops and administers the approved division budgets including internal service funds.
  • Partners with Executive Directors, other City division managers, and supervisors on human resources and risk management issues; as well as other related organizational guidance related to a respectful and inclusive work environment to promote organizational resiliency, readiness, and effective delivery of services to the public.
  • Directs, oversees, and participates in identifying and implementing risk mitigation and human resources strategies that support employee wellbeing, engagement, and development.
  • Participates in planning, service improvement, organizational design, and serves on department and City-wide related committees and groups. 
  • Performs related and other duties as assigned.

MINIMUM QUALIFICATIONS:                                   

Experience:  

Six years of professional experience in human resources and risk management including experience in employee and labor relations, recruitment and selection, performance and development, human resources information systems, benefits administration involving financial management of self-insured programs, and including three years of supervisory experience.


Education/Training: 

Equivalent to a Bachelor's degree from an accredited college or university with major course work in human resources, public administration, law, management, organizational development or communications, business or public administration, or a related field.
Master's degree is the above areas or related field is preferred.


The ideal candidate will have the following Knowledge, Skills, Abilities:  

  • Knowledge of

    • Principles, practices, and techniques of effective human resources and risk management including labor and employee relations, compensation, benefits, enterprise risk management, emergency management, wellness, Total Worker Health®, workers' compensation, recruitment and selection, affirmative action and diversity, and employee services.
    • Federal, State, and local laws, codes, and regulations related to employment and the principles of the legal system and legal theory.
    • Organizational and management theories and best practices related to process improvement.
    • Best practices in change management and customer service. 
    • Interpreting, negotiating, and supporting collective bargaining agreements.
    • Research and reporting methods, techniques and procedures.
    • Liability, property, workers' compensation, and employee benefits insurance markets and coverage.
    • Municipal operating budget development and administration.
    • Information technology resources and systems that pertain to human resources and risk management.
    • City organizational structure, programs, and goals.
    • Principles and practices of leadership including supervision, training, and personnel management.
  • Ability and skills in 

    • Effectively administer a variety of human resources and risk management services and activities.
    • Foster and exhibit creative work environment behaviors, thinking, systems, and processes now that produce measurable successful outcomes later.

Required Certifications / Licenses: 
Human Resource/Risk Management related certifications preferred.

Oregon Driver’s License (ODL): Valid Oregon driver’s license, or ability to obtain by date of hire; must pass driving records check and, if hired, maintain a driving record that meets the City’s standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355). 

Additional Requirements:  
MUST PASS A CRIMINAL BACKGROUND CHECK  
Working Conditions: Regular focus on a computer screen. Daily standing and sitting for prolonged periods. Occasional attendance at meetings or activities outside of normal working hours. Operation of a motor vehicle on public roads.
