Under general supervision, patrols City streets and parking facilities in order to enforce parking ordinances and posted parking restrictions; enforces ordinances related to abandoned and inoperative vehicles; initiates enforcement actions and issues citations and notices: performs other related duties as required.
DISTINGUISHING CHARACTERISTICS:
The Code Enforcement Technician is a limited scope, entry-level class in the Code Enforcement Officer series that allows the incumbent to development journey level knowledge and abilities in parking enforcement, the abatement of abandoned and inoperative vehicles or other limited-scope code enforcement investigations. Under immediate supervision, incumbents perform routine and less complex assignments and investigations within an established procedural framework, where there are minimal consequences or error, including those related to a wide variety of codes, laws, regulations, and ordinances regarding vehicle parking regulations, abatement of abandoned and inoperative vehicles or other limited scope code enforcement investigations.
EXAMPLE OF DUTIES
SUPERVISION RECEIVED/EXERCISED:
Receives immediate supervision from the Code Enforcement Supervisor and technical and functional supervision from a Code Enforcement Officer II. Incumbents in this class do not routinely exercise supervision.

Principles, practices, and methods used in the enforcement of a variety of codes, regulations, permits and ordinances, including the California Vehicle Code and Indio Municipal Code; methods and techniques used in enforcement and investigation; law enforcement procedures and administrative techniques; rules of evidence and court procedures; basic principles of mathematics; applicable federal, state and local laws, codes, ordinances and regulations; methods and techniques of scheduling work assignments; standard office procedures, practices, and equipment; modern office equipment, including a computer and applicable software; methods and techniques for record keeping and report preparation and writing; proper English spelling and grammar; occupational hazards and standard safety practices.
Skill to:

- Any illegal use, sales, or possession of a drug classified as an opiate (heroin, opium, etc.) or PCP.

- Illegal use of a hypodermic needle/ syringe.
- A bankruptcy within the past three years of date of application.
- More than one moving violation in the past 12 months, and/or three or more moving citations within the past three years, and/or five or more moving citations within the past five years of date of application.

- Interprets, applies, and explains applicable municipal codes and vehicle codes.
- Enforces posted parking regulations on City-owned parking facilities and time-limited parking on streets; patrols designated parking areas; marks a tire on each parked vehicle in a time restricted zone to determine the length of time parked.
- Writes and issues citations to violators for vehicles parked beyond the legal limit, double parked, or illegally parked in red zones, bus zones, loading zones and other restrictive parking areas, or parked in an unsafe or illegal manner, such as blocking driveways, handicapped zones, fire lanes or hydrants.
- Through complaints or visual observance, marks vehicles on the street for 72 hours, issues citations for being unregistered and impounds vehicles as necessary.
- Through complaints or visual observance, takes enforcement actions on vehicles which are abandoned or inoperative on public or private property; arranges voluntary and involuntary removal of abandoned or inoperative vehicles; prepares reports and case files and conducts follow-up inspections as required.
- Through complaints or proactive investigative techniques, takes enforcement actions for violations on the Municipal Code or other applicable codes; prepares reports and case files and conducts follow-up inspections as required.
- Responds to questions and concerns from the public, departmental staff, and other agencies; provides information as appropriate and resolves service issues and complaints; cooperates with other agencies.
- Prepares a variety of reports and correspondence; attends various meetings and training seminars; responds to emergency situations as required.
- Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff, and the public.
- May represent the City in court regarding noncompliance if required.
- Performs other related duties as required.
