Barg. Unit: Non-Union
Status: Full Time, Exempt (37.5 hours/week) Grant Funded, 4-year Temporary Position.
Salary: $56,413.50 – $61,249.50 annual
SUMMARY: The Lead Abatement Program Manager will oversee and coordinate this public health program. This includes responsibility for the start-to-completion management of the grant program for homeowners, tenants, building owners, project partners, contractors, City staff and government funding agencies.
EDUCATION AND EXPERIENCE: Associate’s degree and three (3) years construction management, project management and/or public administration experience; or equivalent combination of education and experience. Must have a valid State of Maine driver’s license and reliable means of transportation. Maine Lead Inspector and Lead Supervisor certifications are required, but may be attained post-hire with grant funds. Experience with and knowledge of residential rehabilitation, project management and federal government grants is desired.
WORK ACTIVITIES: Oversee and facilitate all aspects of the grant program. Coordinate field activities to ensure that goals and objectives of the project follow grant timelines. Oversee contractors, including bid process, contract negotiation, monitoring progress and performance. Provides leadership and direction to program staff, applicants, partners to meet program objectives. Manage contract budget, process payments, and troubleshoot challenges in program delivery. Collect data, maintain project statistics and create/interpret analytical reports. Maintain effective tracking records for federal reporting and monitoring grant performance. Strive to achieve effective, cost-efficient and regulatory compliant hazard control strategies. Plan and execute work to meet deadlines, work within budget constraints, and maintain policies and regulations. Perform other duties as assigned.
