SUMMARY OF POSITION
Under general supervision by the Director, the purpose of the position is to direct Parks and Recreation Department’s community wide special events. Position is responsible for planning, organizing, implementing, directing, and evaluating a diverse range of special events. Performs administrative functions such as preparing the special events annual budget. Develops themes and comprehensive, documented event plans for festivals, events, and community promotion programs. Performs related work as required.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Directly supervises Event Coordinator position to include assigning work, approving time, coaching, hiring, discharging, and conducting performance evaluations.
  • Works with the day of event staff, volunteers, and contracted personnel, by providing guidance and leadership while performing the job responsibilities for the success of the event.
  • Manages the overall development, planning, design, timeline, and execution of events.
  • Works closely with vendors, volunteers, community groups and other City departments to further event objectives.
  • Oversees procurement processes to secure annual contracts for equipment, services, rentals of supplies and equipment, and items related to event production.
  • Negotiates terms and conditions of contracts.
  • Develops the operations of events from pre-event to post to include site layout/map creation, marking of the site for production, and vendor coordination.
  • Prepares, distributes, and processes all applications for food, activity and arts/craft vendors. Ensures payment is received and proper food permits are secured.
  • Responsible for special event revenues and expenditures. Collects fees/charges and prepares revenue reports. Makes deposits of revenue as needed as per the City policy.
  • Develops budgets for each event to determine an overall budget. Closely monitor to ensure costs are within the approved budget amount.
  • Performs various public relations functions in promoting special events.
  • Maintains accurate inventory of event supplies and replace items as needed.
  • Collaborates with Communications and Marketing to produce event flyers, brochures, calendars, posters, news releases, newsletters and advertising on social media, newspaper, and radio.
  • Ensures safety and security of patrons, staff, and facility.
  • Assists with the Special Event Permit Committee for City.
  • Complies with all written City policies and procedures.
  • Adheres to assigned work schedule as outlined in City and department attendance policies and procedures.

OTHER JOB FUNCTIONS:

  • Ability to drive to and from destinations utilizing a city vehicle.
  • Ability to work in a team environment; contribute as a team member or individually, and treat co-workers, subordinates, and customers with respect.
  • Builds professional relationships with internal staff, community organizations, vendors, volunteers, partners/sponsors, and customers.
  • Offers flexibility and adaptability, especially during times of change.
  • Communicates effectively both orally and in writing with attention to detail.

Required Qualifications

MINIMUM QUALIFICATIONS
Any work related experience resulting in acceptable proficiency levels in the below Minimum Qualifications may be an acceptable substitute.

Bachelor’s degree with course work emphasis in Recreation Administration; supplemented by two (2) years previous experience and/or training that includes special events with supervisor experience; or an equivalent combination of education, training, and experience.

CONDITIONS OF EMPLOYMENT


  • Must have Class C Texas Driver’s License.
  • Must pass a drug screen and background check.

Physical Demands/Supplemental

PHYSICAL DEMANDS
Between one-thirds and two-thirds of on-the-job time requires: Standing; Walking; Sitting; Talking and Hearing. Less than one-third of on-the-job time requires: Using one’s hands to touch, handle or feel objects; Reaching; Climbing/Balancing; Stooping/Kneeling; Tasting/Smelling. The ability to lift and / or exert force up to twenty-five (25) pounds may be necessary.

WORK ENVIRONMENT
There is some exposure to outdoor weather conditions. The noise level in the work environment is usually moderate but at times could be loud due to entertainment and large speaker systems.
