The Fleet Mechanic provides fleet management services to the City that include shop management, parts purchasing, maintenance, repair, and up-fitting of City vehicles and equipment as well as fabrication of specialty items. The position is responsible for ensuring that City vehicles and equipment operate in good and safe working conditions.
  • Provides preventive maintenance for City vehicles and equipment, including lube and oil, brakes, filters, hoses, batteries, emission testing, and other systems to protect the assets and ensure safety and reliability.
  • Performs all possible repairs and rebuilding (except bodywork and paint) of City vehicles and equipment subject to priority of needs, staff availability, and cost.
  • Customizes new and existing vehicles and associated equipment with accessories such as toolboxes, racks, and emergency lighting to meet City needs within budget guidelines.
  • Performs safety checks and inspections on City vehicles and equipment; adjusts, repairs, and replaces parts as necessary; assures vehicles meet State and local standards for public transportation and safety compliance.
  • Operates a variety of equipment and machinery.
  • Determines the need for outside assistance in major repairs; coordinates outside repairs, seeking approval as necessary.
  • Collects and arranges disposal of hazardous waste materials from the shop.
  • Maintains accurate records of maintenance, brake inspections, winterizing, and tune-ups through the City’s Asset Management system.
  • Prepares vehicles for auction and salvage of surplus equipment.
  • Conducts a preventive maintenance program for City vehicles and equipment.
  • Prioritizes, schedules, and completes services and repairs in a timely manner.
  • Analyzes reliability and efficiency of the fleet.
  • Participates in fleet and equipment purchases and budgeting.
  • Maintains the shop area, equipment, and tools in a safe, clean, and orderly manner.
  • Operates common software programs such as word processing, spreadsheets, databases, and maintenance management systems (Cityworks).
  • Be available for emergency response and after-hours responsibilities.
  • Maintains the shop parts inventory.
  • Fabricate and weld to repair equipment as necessary.
  • Performs repairs and maintains a variety of small equipment. Must have regular and predictable work attendance to fulfill the essential functions of the job.
Education and Experience
High School Diploma or GED; and any combination equivalent to two years of vocational automotive technical training or equipment manufacturer-sponsored repair training and (4) four years of increasingly responsible experience in the maintenance, repair, and overhaul of heavy and light gasoline, diesel, alternative fuel and battery-powered equipment and electrical systems. ASE Master Certification and welding and fabrication experience are desirable.

Ability to:
  • Diagnose, repair, and maintain a wide variety of large and small City vehicles and equipment.
  • Work independently with little supervision.
  • Conduct a preventative maintenance program for vehicles and equipment.
  • Operate specialized equipment used in repairing or servicing vehicles.
  • Read and use technical and mechanical diagrams, repair manuals, parts catalogs, and other reference materials for vehicle and equipment repair.
  • Establish and maintain effective interpersonal relationships at all organizational levels.
  • Plan and organize work to meet schedules and customers’ needs.
  • Negotiate contracted services.
  • Communicate clearly and concisely both orally and in writing.
  • Lift objects weighing up to 100 pounds.
  • Work under stressful conditions.
  • Ensure compliance with and follow standard safety practices and procedures.
Knowledge of:
  • Materials, methods, tools, equipment techniques, and practices used in the testing, repair, and maintenance of heavy and light vehicles and equipment.
  • Purchasing and maintenance of tools, equipment, and supplies.
  • Interpersonal skills using tact, patience, and courtesy.
  • English usage, spelling, grammar, and punctuation, along with the ability to perform basic math calculations.
  • Health and safety regulations including occupational hazards and safety precautions involved with equipment repair and use.
  • State motor vehicle and emission regulations.
  • Basic record-keeping techniques including processing of purchase orders.
  • Local vendors and sources of material supply.
  • Proper methods of storing equipment, materials, and supplies.
  • Proper use of tools and equipment.
  • Computerized asset management systems (Cityworks) and other software (Microsoft Office and Outlook).
LICENSES/CERTIFICATIONS
  • Valid WA State Driver’s License with a driving record free from frequent or serious violations. A three (3) year driving record abstract must be submitted prior to hire
  • Completion of NIMS ICS-100, 200, 700 within first six months of employment
  • Possess (within six months of employment) and keep current, the following certifications:
    • CDL-B certification with air brake restriction removed, CDL-A certification is preferred
    • ASE light and heavy brake certification
    • First Aid/CPR certification
    • Flagging certification
TOOLS & EQUIPMENT USED
Various types of tools and equipment may be used including hoists, jacks, engine analyzers, hand and air tools, tire changers, welders, sanders, grinder and specialty tools such as brake lathe, wheel balance, front-end alignment and computer diagnostics. Specifications, state bid documents, equipment rental schedules, budget, computer, calculator, fuel tank meters and receipts and paper records are used for Fleet Services and purchasing. Absorption materials, paper logs and records and manufacturers safety data sheets are needed in coordinating hazardous waste disposal. Future work practices may necessitate the use of different tools and equipment.

WORKING CONDITIONS AND PHYSICAL ABILITIES
Work is performed primarily in a mechanical shop and occasionally in the field. Hazards include traffic, heavy or sharp equipment, and flammable liquids or fuels. Exposure to noise, vibration, hazardous and toxic materials, fumes, gases, and odors is routine. 

Work requires strength and agility necessary to perform manual labor under all kinds of weather conditions. Activities include combinations of sitting, standing, and walking and the ability to lift up to 100 pounds. It requires the ability to see, hear, and smell in order to detect problems and be responsive. 

Work requires the ability to foresee and prevent safety problems and must follow appropriate safety procedures including the use of protective clothing and equipment. 

Public Works teams operate in a smoke and drug-free work environment for their health, safety, and productivity, as well as that of their co-workers and customers.

DRUG AND ALCOHOL TESTING
The City of Mercer Island has a policy to maintain a work environment free of substance abuse. This policy applies to all current and prospective employees. Drug and alcohol testing is required for employees and candidates applying for safety-sensitive positions or whose job requires a commercial driver license (CDL). This testing may be waived for job candidates if records are made available from another employer who tested the candidate in the last six months. Positive test results will be defined as
an alcohol concentration over 0.02 or a positive test result for marijuana, opiates, cocaine, amphetamines or phencyclidines. All employment offers are contingent upon successfully passing a drug and alcohol test. Job candidates who test positive will be terminated from consideration for employment immediately.
