Under minimal supervision, assists the Water Resources Manager in the overall operation of the Water Resource Management Utility.ESSENTIAL DUTIES
  • Communicate with residents to protect their safety, health and welfare and to educate them as related to storm water issues, floodplain issues, regulatory requirements, and Water Resource Utility operations.
  • Documents, maintains, updates, and communicates with Utility Department personnel and property owners regarding the Storm Water Utility Fees System, according to Municipal Code. 
  • Creates and updates policies and procedures for Water Resource Utility operations.
  • Prepares and makes presentations to the Water Resource Management Committee. 
  • Assists with compliance of City WPDES permit requirements.
  • Directs and maintains the Illicit Discharge Program. Inspects and investigates suspected illicit discharge to the storm water system.
  • Assists in responding to emergencies or spills affecting the City storm water system.
  • Represents the City of New Berlin in the Clean Water Network for compliance with the public education requirements of the WPDES permit.
  • Inspection and enforcement of approved design criteria, standards, and specifications equivalent to the Wisconsin Construction Site Best Management Practices Handbook or other technical standards published by the WDNR and/or the City of New Berlin.
  • Assists the Water Resources Manager with inspections and implements enforcement of Post- Construction Stormwater Best Management Practice (BMPs) Maintenance
  • Communicates with residents to obtain information for the creation of detailed accounts of their history and experiences with storm water issues. 
  • Prepares reports and compiles data from official records related to storm water management and storm water complaints.
  • Conduct inspections of properties where stormwater systems are failing and follow through with working with property owners to either achieve compliance with various stormwater regulations and/or reach environmentally acceptable solutions.  
  • Responsible for managing the completion of storm water construction projects 
  • Advises and assists in the coordination with DPW - Streets Division and with DCD – Engineering Services Division on the synchronization and the scheduling of storm water construction work with transportation/roadway construction work.
  • Coordinates with DPW - Streets Division on the inspection, maintenance and repairs of storm water infrastructure and updates this information into City electronic systems. 
  • Prepares and compiles formal plans and specifications for storm water projects. Submits plans and specifications for publishing of the bid request.
  • Project Management of Storm Water CIP and other contracted projects, as assigned.  This requires coordination with the Clerk’s Office and media outlets for bidding, communication with outside contractors, coordinating Pre-Construction planning meetings, directing and addressing inspection services and construction modifications, budget oversight and completion and close-out of the project. 
  • Assists Water Resource Manager in reviewing and approving Building and Zoning Permits in regards to the municipal code, environmental conditions, floodplain, external permitting requirements and others as they relate to storm water.
  • Reviews, approves, inspects and assists with staking of Culvert Permits and Curb and Ditch Deposits, as assigned in coordination with other DCD divisions.  
  • Assists Code Compliance Specialist evaluation of Municipal Code requirements relating to grading and storm water. Accompanies Specialist onsite inspections as needed.

KNOWLEDGE, SKILLS AND ABILITIES
  • Knowledge of Civil Engineering protocols, standards and techniques to design, coordinate and implement storm water projects.
  • Ability to analyze and categorize data and information to determine the relationship of the data with reference to criteria/standards.   Ability to compare, count, differentiate, measure and/or sort data and information.  Ability to assemble, copy record and transcribe data.  Ability to classify, compute and tabulate data. 
  • Knowledge of construction equipment and techniques.
  • Knowledge of the use of survey equipment
  • Ability to provide technical input for storm water related projects from the initial stage of design to completion, including overseeing contractors, inspecting the work and preparing cost estimates.
  • Ability to communicate both verbally and in writing, including resolving inquiries from the public regarding storm water issues, making public presentations, teach and train.
  • Knowledge of state and federal laws regarding floodplain, erosion control, and wetlands and the environment.
  • Knowledge of storm water Best Management practices and techniques.
  • Knowledge of CAD programs and hydraulic modeling programs for storm water design and evaluation, GIS and databases. 
  • Ability to organize and manage multiple projects and priorities at one time as well as multiple interruptions.
MINIMUM QUALIFICATIONS  
  • Bachelor’s Degree, or the equivalent number of years of knowledge and experience in Civil Engineering or related field.
  • Minimum three (3) years’ experience in engineering or related field
  • Valid driver’s license

PREFERRED QUALIFICATIONS
  • Experience working in a municipality
PHYSICAL REQUIREMENTS
  • Tasks involve extended periods of sedentary work.  
  • Times where exerting up to 50 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. 
  • Task involves extended period of time at a keyboard.

ENVIRONMENTAL REQUIREMENTS
  • None.  This position is not substantially exposed to adverse environmental conditions.

SENSORY REQUIREMENTS
  • The task requires close visual acuity to perform various activities.
  • The task requires oral communications ability.
  • The task requires sound perception.
