What are the responsibilities and job description for the CODE ENFORCEMENT OFFICER position at City of Oviedo?
WORK OBJECTIVE
Performs technical work enforcing the Land Development Code, Code of Ordinances, International Property Maintenance Code, other codes or ordinances and Florida State Statute 162 as necessary and does related work as required. Considerable tact and courtesy are required in frequent contact with property owners, citizens, tenants, business owners, division staff, department staff, department managers, the department director, other City departments, city officials and other governmental agencies. Work is performed under the supervision of the Code Enforcement Supervisor.
ESSENTIAL FUNCTIONS
Inspects and re-inspects properties to ensure compliance with the Land Development Code, Code of Ordinances, International Property Maintenance Code, other codes or ordinances as necessary, and Florida State Statutes Chapter 162.
Investigates complaints regarding violations and initiates Code Enforcement action as necessary.
Reviews plats, building permits, and occupational licenses for compliance with applicable codes, ordinances and statutes.
Prepares a wide variety of formal and informal legal documents for distribution to property owners, business owners, and other related parties, regarding Code Enforcement violations.
Researches Tax Collector and Property Appraiser records to determine property identification and ownership.
Attends and participates in Special Magistrate and/or other designated meetings as necessary.
Meets with and explains codes, ordinances, statutes and violations to complainants, residents, property owners, business owners and staff.
Issues citations, transmits notice to Circuit Court, and presents case to Circuit Court, when necessary; issues Administrative Citations and presents case to Special Magistrate when necessary.
Identifies and removes illegally place signs from the City’s rights-of-way.
Organizes and maintains records, reports, and logs concerning Code Enforcement cases.
Assists with the development of the agenda and minutes for Special Magistrate meetings.
Performs related tasks as required.
MINIMUM QUALIFICATIONS
Requires High School Diploma or GED equivalent supplemented by courses or training equivalent to the completion of one year of college in construction, building code compliance, or a closely-related field. A combination of education, training, and experience may be considered.
SPECIAL REQUIREMENTS
Requires a valid Florida driver’s license (or must obtain a Florida driver license within 30 days of employment) and must maintain an acceptable driving record.
KNOWLEDGE, SKILLS, AND ABILITIES
Thorough knowledge of the Land Development Code, Code of Ordinances, International Property Maintenance Code, other codes or ordinances as necessary.
Ability to communicate concerns about codes or ordinances that require Supervisor or Management review, and make suggestions for improvements.
Thorough knowledge of Chapter 162 of Florida State Statutes.
Thorough knowledge of legal procedures related to the enforcement of ordinances and codes.
Ability to prepare factual reports and present same to appropriate board, Council or court.
Ability to organize facts and present them in simple and clearly written or graphic form.
Ability to operate modern office equipment such as a personal computer, printer, fax machine, copy machine and telephone.
Possess intermediate proficiency in Microsoft Office, including Outlook, Word, and Excel.
Skilled in calendar management, email organization, and task delegation within Outlook; composing letters, creating forms, and executing mail merges in Word; and tracking, sorting, filtering, analyzing, and validating data in Excel.
Ability to communicate ideas effectively both orally and in writing.
Ability to establish and maintain effective working relationships with public officials, associates and the general public.
Ability to enforce ordinances and regulations with firmness, tact and impartiality.
