Plans and oversees all aspects of the risk management function including the identification, evaluation, and treatment of risk in the organization. Work involves developing and managing a systematic process to identify, assess, and treat actual and potential exposures to loss, administers assigned insurance policies and contracts, manages related claims and litigation, and ensures comprehensive safety programs are in place throughout the organization.

Position is primarily focused on managing other people. Position requires expertise and knowledge in specialized functions or business areas that can be used to develop efficient and innovative ways to accomplish the organization’s business strategies relating to Risk and Insurance.  Reports to the Director of Human Resources.

Administers insurance programs and issues created by and impacting city property, personnel, and visitors.

Participates in the identification of risks and exposures in city locations and operations, and the development and implementation of plans to mitigate potential and repeat incidents.

Identifies insurance coverage options through requests for competitive bids, Request for Proposal (RFP), and/or negotiations; recommends providers in the best interest of the city and adherence to applicable city, local, state, and federal regulations and policies.

Manages, coordinates, provides guidance to, and reviews the work of staff to accomplish operational plans and results.

Plans and oversees business area workflow and time utilization of staff; assigns and communicates daily activities and deadlines to staff.

Assesses, plans, and implements best practice standards and assures compliance with applicable statutes and regulatory agencies; compiles and submits data, analyses, and reports.

Creates and/or implements safety and loss prevention programs, including training programs, for city departments and employees in collaboration with the Safety Specialist.

Conducts research pertaining to the city's casualty risks; may participate in or assist Safety Specialist with visits and inspections of city facilities. 

Reviews and analyzes records, operations, contractual language, and related case law, and insurance markets.

Reviews and evaluates liability damages, coordinates investigations, and oversees the adjustment of claims;; represents the city in court hearings, mediations, and trials relevant to workers' compensation and liability suits.

Investigates accidents resulting in injuries to personnel, the public, and city property; directs the actions of personnel at the scene of motor vehicle accidents, workers compensation injuries, emergencies, and unusual occurrences.

Oversees the city's workers’ compensation program, including the insurance policy and personnel claims; monitors claims and coordinates all related activities, including return to work; monitors dollars placed in reserves.  

Analyzes safety protocol and accident reports to determine policy weaknesses; makes recommendations for changes and amendments based on findings.

Develops tracking and reporting systems to provide appropriate information to departments and for required reporting; tracks and interprets the experience modification ratings including exposures.

Receives, reviews, prepares, and approves a variety of reports, documents, billing statements, and forms related to city insurance policies and contracts, budgetary matters, and personnel. 

Duties include reviewing/preparing agenda items for and attending meetings and preparing monthly reports regarding Risk Management activities.
Participates in the planning and oversight of employee physicals, fitness for duty exams, vaccinations, medical surveillance, and mandatory referral employee assistance program follow-up cases.

Adheres to all city and public health and safety guidelines and protocols; performs job functions in a safe manner and reports all safety hazards per established policies and procedures.

Maintains quality communication and interaction with all city employees, representatives from external organizations, and the public to maintain good will toward the city and to project a positive city image.

Maintains on-call work availability as assigned, to prepare for, respond to, or recover from a hurricane, tropical weather event, or other emergency to meet the city’s obligation to remain operational before, during, and after the event; duties assigned may or may not be typical of the job and are contingent upon the needs of the city and the residents resulting from the event.

Establishes and maintains effective working relationships with those interacted with during work regardless of race, color, religious creed, national origin, ancestry, sex, sexual orientation, gender identity, age, genetic information, disability, political affiliation, military service, or diverse cultural and linguistic backgrounds.

Supervisory Responsibilities
Reviews and evaluates work methods and procedures and meets with staff to identify and resolve problems.

Assesses and monitors workload; identifies opportunities for improvement and implements changes.

Selects, trains, motivates, and evaluates staff; provides or coordinates staff training; works with staff to correct deficiencies; implements discipline procedures per established policies, procedures, and executive guidance.

Oversees and participates in the development and administration of the departmental budget; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary.

Pay and Bargaining Status
This is an exempt position pursuant to the Fair Labor Standards Act based on the executive and administrative exemptions and is paid by salary, issued bi-weekly.  This position is excluded from the collective bargaining agreements between the City of Tamarac and the Federation of Public Employees and between the City of Tamarac and the Local 3080, Metro-Broward Professional Fire Fighters, IAFF.


Bachelor’s degree in occupational safety, public administration, or related field; supplemented by six (6) years of progressively responsible experience in risk management, safety administration, and related insurances; or an equivalent combination of education, certification, training and/or experience. 

Required Certifications and Licenses
Must possess and maintain a valid State of Florida driver license and the ability to drive a city owned vehicle per established policies, procedures, and safety guidelines.

National Incident Management System (NIMS) training will be required (and sponsored) according to job duties and responsibilities.  

PREFERRED QUALIFICATIONS
Four (4) years of experience directing and coordinating risk program and related personnel in a governmental organization; designation as a Certified Safety Professional (CSP) from the Board the Board of Certified Safety Professionals (BCSP), or Associate in Risk Management (ARM), or Associate in Risk Management for Public Entities (ARM-P) certifications.

Salary : $85,000 - $100,000
