INCOME MAINTENANCE SUPERVISOR II

This position is responsible for the administrative and technical supervision of a small staff of Income Maintenance Caseworkers and/or other support staff in one or more of the following programs: Food and Nutrition Services, Medicaid, Low Income Energy Assistance, Crisis Intervention, Work First Family Assistance or Child Daycare Services and related work as apparent or assigned. Work is performed and supervised under an Economic Services Program Manager. The normal work schedule includes Monday through Friday 8am -5pm.




KNOWLEDGE, SKILLS AND ABILITIES:

Considerable knowledge of all income maintenance programs, forms, and documents used in determining eligibility. Considerable knowledge of the use of the income maintenance manuals. Considerable knowledge of needs, problems, and attitudes of disadvantaged persons. General knowledge of all agency programs and services. General knowledge of community services and programs which could affect the client/applicant. Good mathematical, reasoning, and computational skills. Ability to instruct, organize, direct, and supervise lower level employees performing eligibility duties. Ability to maintain a satisfactory working relationship with applicants and others contacted within the course of performing work. Ability to learn basic supervisory/management skills. Ability to communicate effectively with workers, supervisors, applicants, and community agencies to obtain pertinent data and to interpret rules and regulations. Ability to represent income maintenance staff in departmental meetings and community conferences. Ability to present information orally and in written form. Ability to read, analyze, and interpret a variety of rules, regulations, and procedures of varying complexity.




ESSENTIAL FUNCTIONS:

Plans the short and some long-range operations, priorities, and goals within the unit supervised.

Assigns and balances workloads within the unit and coordinates overall workflow.

Develop procedures and make minor organizational changes and recommend other changes to improve efficiency.

Responsible for ensuring that staff adhere to Federal and State standards with regard to the quality of work required in processing income maintenance cases.

Ensures timeliness standards are met for applications and annual/semi-annual case reviews.

Provides guidance in making decisions for difficult cases.

Responsible for evaluating and counseling staff regarding performance.

Provides on-the-job training as well as some training needs assessment and arranges for employees to attend workshops and other job-related training.

Responsible for conducting second party reviews through the random sampling and evaluation of ongoing cases processed by their staff.

Utilizes quality assurance reports, State error printouts, and input from lead workers in evaluating the overall performance of staff assigned to their unit.




MINIMUM EXPERIENCE & EDUCATION:

Three years of experience as a caseworker or investigator in an income maintenance program, preferably with one year of supervisory experience; or an equivalent combination of training and experience.




PHYSICAL REQUIREMENTS:

Must be able to physically perform the basic life functions of stooping, reaching, pulling, lifting, fingering, grasping, talking, hearing and repetitive motions. Must be able to perform sedentary work which includes exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects. Must have the visual acuity to prepare and analyze data and figures, perform accounting functions, operate a computer and other basic office equipment, do extensive reading and determine the accuracy, neatness, and thoroughness of the work assigned. Work is mostly sedentary and takes place in a professional office environment.

By General Statue 166A-19.3, Departments of Health and Human Services are agencies that are a part of the State Emergency Response Team for occurrences or imminent threat of widespread or severe damage, injury, or loss of life or property resulting from any natural or man-made accidental, military, paramilitary, terrorism, weather-related, public health, explosion-related, riot-related cause, or technological failure or accident, including, but not limited to, a cyber incident, an explosion, a transportation accident, a radiological accident, or a chemical or other hazardous material incident. In the event that the State Emergency Response Team is activated, this position will be required to participate if deemed necessary.
