The Habitat Coordinator in the Fisheries Resource Management Program is responsible for the management and coordination of the professional, scientific, and technical work conducted by the various components of the Fisheries Habitat Section. The Work is associated with fisheries issues, habitat quality, and the operation of habitat projects with the Yakama Nation Reservations, Ceded Lands and Zones of Influence. Results of this work will be consistent with the goals and objectives of the Yakama Nation Fisheries Resource Management Program (FRMP) as approved by the fish and Wildlife Committee of the Yakama Nation. Incumbent will work closely with the Yakama Nation Fisheries Program Technical Services Coordinator. The Habitat Coordinator will be responsible for writing and reviewing technical reports and policy analysis, communicating with the FRMP Manager and the Yakama Nation Wildlife Committee and providing leadership in coordination with professional staff from other government entities and agencies. Position will require involvement with land-management actions conducted by various local, state, and federal agencies to assure that Yakama Nation Treaty rights are given due consideration and government-to-government consultations occur. This position will also be involved in the development and implementation of local, state, and federal policies and plans pertaining to fisheries habitat management. The incumbent will be responsible for developing and managing the Fisheries Program Coordination and Administration Project budget and Scope of Work.

Examples of Work Performed:

Manages and integrates multiple project budgets and accounts.

Assures that project activities are consistent with tribal and federal policies and regulations.

Provides policy assistance for tribal, state, and federal management and regulatory agencies.

Provide technical assistance to local resource groups.

Hiring and direct supervision of professionals and technicians.

Plans, develops, organizes, supervises, and participates in the fisheries management program, particularly related to fisheries and habitat issues associated with land-managements agencies and activities within the Yakama Nation Ceded Area.

Sets internal goals and objectives by working with FRMP Manager and staff and develops general strategies for meeting them. Establishes annual plans for work requirements, professional development, professional goals, and measurable objectives.

Monitors and evaluates performance and activities of professional and administrative fisheries staff for which employee is responsible. Establishes performance standards for the supervised staff and must adhere to Yakama Nation Personnel Policies.

Prepare contracts including work statements and budget to obtain program funds from various State and Federal Agencies, coordinates with various contract agencies to ensure contract compliance including adherence to work statement and timely submittals of invoices, billing, and reports.

Assists FRMP Manager to develop presentations to Tribal Council, General Council, fisheries agency concerning Tribal fisheries management especially related to Yakama Nation interests in Ceded Area Fisheries and fisheries habitat issues associated with land-management activities.

Attends professional meetings to disseminate and gain information beneficial to the fisheries program maintains liaison with State and Federal fisheries and land-management officials and in consultation with the FRMP Manager, may delegate certain responsibilities to professional staff.

Assures that Regional Offices and US National Forests coordinate with Tribal Fishery management plans and objectives and ensure that Tribal Treaty rights are considered and not restricted by National Forests policies or activities.

Work with Federal, State, and local governments to develop and implement Salmon Recovery plans particularly in the Upper Columbia regions.

Experience coordinating with various local, state, tribal and federal agencies as well as other NGO's, particularly those involved with habitat restoration protection.

Performs related work as required.

Knowledge, Skills and Abilities:

Knowledge of ARC/INFO and ArcView GIS software.

Knowledge of the life histories and ecology of Columbia Basin anadromous fish stocks.

Knowledge of anadromous fish habitat and populations sampling techniques (e.g., TFW sampling protocols, screw trapping, spawning surveys, electroshocking, etc.).

Knowledge of the funding and contracting policies/procedures of external funding agencies including Bonneville Power Administration, Bureau of Indian Affairs, Natural Resources Conservation Services, Washington State Department of Transportation, Administration for Native Americans.

Knowledge of the Yakama Nation administrative policies and procedures.

Knowledge of governmental (tribal, state, and federal) policies and regulations pertaining to fisheries management.

Ability to work in remote areas under a wide range of weather conditions.

Ability to work tactfully and effectively in collaborative technical or stakeholder groups.

Ability to supervise and coordinate a large staff comprised of professionals and technicians.

Ability and familiarity with general contracting procedures.

Ability to develop, fund and implement projects.

Ability to coordinate YN restoration project with Yakama Nation or external fish recovery efforts.

Ability to incorporate new technologies and procedures to meet project activities.

Ability to develop and deliver presentation and educational seminars to funding entities, professional organizations, public schools, and agricultural procedures.

Ability to apply GIS and other software systems to fisheries management problems, including independent planning, organizing and implementation of analysis projects.

Ability to communicate effectively both orally and in writing.

Ability to handle difficult situations and in dealing with the general public.

Ability to plan and organize the work of employees especially in intense and sometimes difficult areas.

Ability to make budget plan and financial determinations on expenditures for areas of responsibility.

Ability to use computers and various software packages, hardware, data management systems and network administration.

Minimum Requirements:

Bachelor Degree in Fisheries Biology or related field.

Four years of experience in fisheries administration or management in relation to habitat restoration/protection activities.

Must pass a pre-employment background check.

Must possess a valid Washington State Driver's License with the ability to obtain a Yakama Nation Driving permit.

Required to pass a pre-employment drug test.

Preferred Requirements:

Master's Degree in Fisheries Science or related field.

Enrolled Yakama Preference, but all qualified applicants are encouraged to apply.
