POSITION: Senior Budget Technician
SALARY: $23.63 - $30.69, per hour, DOE
REPORTS TO: Business Service Manager
LOCATION: IT Department, Nespelem, WA
Basic Functions: This is a Non-Exempt position. Performs reviews and reconciliation for a full range of general and special fund accounts. Provides technical general ledger accounting services assuring accurate and timely budget and financial information that can be used for current and future financial and program decisions. MINIMUM QUALIFICATIONS:
Education and Training:
- Typically requires an Associate’s Degree in accounting or finance or equivalent plus 2 years of relevant and progressively responsible experience in governmental accounting, fund accounting, or closely related field.
- Additional relevant experience may substitute for some higher education.
- May require a valid driver’s license.
Knowledge, Skills, and Abilities:
- Requires in-depth technical knowledge of the principles and procedures of accounting, with additional expertise in budget preparation and control.
- Requires in-depth knowledge of generally accepted financial processes and programs and of laws, codes, and regulations applying to assigned financial operations.
- Requires a working knowledge of audit documentation requirements.
- Requires working knowledge of the workings of automated accounting systems and relational databases, sufficient to train others in data entry, and to troubleshoot errors and exceptions.
- Requires basic knowledge of job control.
- Requires a basic knowledge of the practices and techniques in accumulating and allocating cost accounting information to determine standard costs or rates.
- Requires working knowledge of the financial management, control, and reporting processes associated with restricted funds.
- Requires well-developed math skills to perform complex accounting and statistical computations.
- Requires sufficient language skills to prepare reports suitable for external publishing.
- Requires well-developed human relations skills to explain detailed information to small groups and work with staff in advisory capacity
- Requires the ability to perform the functions of the position.
- Requires the ability to train and provide oversight to employees performing data entry of accounting transactions.
- Requires the ability to research, compile, analyze, and interpret accounting data.
- Requires the ability to maintain accurate and retrievable files, records, audit trails and trace transactions to original entries.
- Requires the ability to perform accounting and general math computations quickly and accurately.
- Requires the ability to setup complete fund accounts and prepare financial statements.
- Requires the ability to organize, prioritize, and lead work to meet deadlines and timetables.
- Requires the ability to work cooperatively with individuals and work teams within and outside the department, including vendors.
- Requires the ability to access and use a computer, common office productivity software, and specialized accounting software to access databases
- Incumbent must be able to work in an office setting engaged in work of a primarily sedentary nature.
- Requires sufficient hand-eye-arm coordination to use a keyboard and 10-key, arm/hand movements to retrieve work materials from storage files, and operate a variety of general office equipment.
- Requires visual acuity to read computer screens, printed material, and detailed accounting information.
- Requires auditory ability to carry on conversations over the phone and in person.
Note: Pursuant to Tribal Policy, if this position is safety sensitive it is subject to pre-employment drug testing. In addition, this position is subject to reasonable suspicion and post-accident drug testing.

If required of this position, you must possess and maintain a valid Washington State driver’s license and be eligible for the Tribes’ Vehicle Insurance. In addition, this position may be subject to pre-employment background clearances. If applicable, these clearances must be maintained throughout employment.
