What are the responsibilities and job description for the Manager, HR / HSE position at Cooper Standard?
Position Summary:
The position maintains and enhances the organization’s human resources by planning, implementing, and evaluating employee relations and human resource policies, programs and practices. Manages multiple areas of human resources including, but not limited to talent acquisition, HRIS administration, health and wellness benefits, training and development, AA/EEO compliance and labor relations. The position also serves as the subject matter expert for HSE legal requirements as well as the thought leader for related best practices, tools, processes and initiatives. The HR / HSE Manager reports to the US / Canada HR Director with a matrix reporting relationship to the Plant Manager.
Primary Responsibilities:
- Develop and implement HR strategies and initiatives aligned with the overall business strategy
- Support current and future business needs through the recruitment and development of employees
- Assess training needs, conduct employee training and ensure accurate training records
- Conducts annual salary surveys and develops merit pool (salary budget); analyzes compensation.
- Oversee and manage talent management processes including performance management, succession planning and top talent identification
- Manages the HRIS system (Workday), including accurate payroll records
- Manages human resource plans and procedures, assists in the development and implementation of policies, procedures and related documents
- Leads and manages employee investigations, ethics or compliance issues that is consistent with standards, practices, policies, procedures or government law
- Responsible for HR Metrics for Management Operating System
- Facilitate and lead committees including safety, employee activities, etc.
- Ensures compliance with Federal and State statutes, including FLSA, FMLA, OSHA, EEO, ACA and ADA
- Complies with policies and procedures pertaining to the location, corporate, and customer standards such as TS16949 and ISO14001.
- Serves as the subject matter expert for HSE legal requirements and recommends to the plant manager and other direct staff related best practices, tools, processes and initiatives.
- Advises the front-line organization on HSE matters and is responsible for providing tools and training to allow the front-line organization to own and be responsible for the safety of their people.
- Partners with operations to ensure job hazard & risk assessments (JHRA) are conducted for both routine and non-routine work and monitors that identified hazards are managed by operations.
- Conducts assessments to determine legal and company standards gaps and improvement needs for HSE.
- Manages applications and amendments for environmental permits, licenses and authorizations and co-determines with operations and maintenance follow-up responsibilities and recordkeeping.
- Manages and documents the interface with regulatory authorities, both verbal and written.
- Provides technical training materials for occupational health, safety and environmental topics and ensures that regulatory-required training is conducted and documented.
- Maintains plant procedures, standards and guidelines for HSE topics and works with plant staff to ensure that roles and responsibilities are understood and accepted.
- Develops plant-wide competency in incident investigation and leads cross-functional (operations, maintenance, engineering, etc.) investigation teams; manages the effective read-across for incidents occurring at other locations.
- Reviews and approves plant capital projects for HSE considerations; prepares the budget and justification for HSE-related capital investments; recommends and manages HSE operating budget.
- Maintains plant HSE management systems and documentation (environmental management, safety & health management, energy management) and serves as the coordinator for implementation and compliance.
- Works with regional HSE team and local HR team to continuously develop HSE knowledge, skills and capabilities for both self and the local organization.
- Serves as a role model for safe personal practices.
- Act as local champion for regional or global HSE initiatives.
- May, on occasion, be required to perform duties other than those specified in this description
Education and Qualifications:
- BS/BA Degree required. Prefer concentration in Human Resources Management, Business, Organizational Communication, Industrial Psychology, Industrial Hygiene, Engineering, or similar.
- Three years of HSE experience in a manufacturing environment.
- Broad knowledge and experience in Human Resources, policy interpretations and legal requirements
- Possess a high standard attention to detail
- Ability to bring strategic thought leadership while providing strong execution of detailed departmental
- Ability to work and communicate effectively with a wide array of plant personnel ranging from hourly employees to senior management
- Flexibility and ability to balance business needs and employee engagement
- Strong knowledge of national and local HSE laws and regulations
- Preferred ISO management system experience
- Familiar with HR and HSE systems, metrics, KPIs and tools, including knowledge of statistics
- Ability to influence others without direct supervision
- Demonstrated understanding of how to drive plant cultural elements
- Ability to thrive in a fast-paced environment and deliver sustainable and superior results
- Ability to manage the flow of all required reports and documentation
- Proficient in Microsoft Office
- Excellent written and verbal communication skills
- Willingness and ability to work split shifts, as necessary
- Willingness and ability to travel, as necessary (limited travel expected)

- Must wear proper personal protection equipment while on manufacturing floor
- Travel to manufacturing facilities or customer locations when required
- Equipment used requires proper training on the potential for and avoidance of injury
