JOB DESCRIPTION
NATURE OF WORK
The Human Resources Director position is a Fair labor Standards Act salaried/exempt position under the direct supervision of the President/CEO. The person in this position determines guidelines in the frame of existing policies, rules, regulations and is directly responsible for the overall administration, coordination, and evaluation of the Human Resources Department. Considerable judgment in the frame of professional knowledge must be exercised daily. Initiative and original thinking are often required to find new approaches to human resources. Employee must use discretion and independent judgment on matters of significance. This position requires integrity and trustworthiness as well as high levels of public contact and the ability to accurately portray agency goals and values both internally and externally. Every employee of the Council on Aging of West Florida is required to exercise good judgment, adhere to the policies and procedures of the organization, and follow program operational guidelines.
MAJOR DUTIES AND RESPONSIBILITIES
· Manage the staffing process, including recruiting, interviewing, hiring, onboarding
· Proficient in the use of Paylocity HR & payroll systems
· Monitor the operations of the administrative support department to include overall job performance evaluation
· Prepare and advertise proper notices of all job openings; post and maintain job openings and other human resources related information on the agency’s website
· Screen all employment applications to ensure the applicant meets minimum job requirements; verify and/or clarify information on job applications
· Develop, implement, and enforce agency personnel policies and procedures, Affirmative Action and HIPAA Plan
· Oversee the administration of human resource programs including, but not limited to, compensation, benefits, and leave; disciplinary matters; disputes and investigations, performance and talent management; productivity, and recognition
· Function as liaison between employees and upper management
· Ensure agency compliance with appropriate federal regulations (i.e., EEO, ADA, ACA, OSHA reporting, Veterans 100 reports, etc.)
· Monitor and ensure the agency’s background screening compliance with the Department of Elder Affairs, Agency for Health Care Administration, FDLE and Senior Corp programs for employees, volunteers, Foster Grandparents/Senior Companions
· Develop, review, and update all job descriptions
· Track employee evaluations and salary increases to ensure timely completion
· Assist directors and department supervisors with employee relations counseling
· Ensure all agency HR policies are applied consistently
· Serve as agency HIPAA Privacy Officer and Safety Officer
· Facilitate and serve as Grievance Committee Chair for agency consumer grievances
· Monitor professional development, training, and certification activities for staff
· Establish and maintain all department records, reports and human resource data system records ensuring compliance with funding source requirements
· Maintain knowledge of trends, best practices, regulatory changes, and new technologies in human resources, employment law; apply this knowledge to communicate changes in policy, practice, and resources to upper management
· Achieve tardiness and attendance standards established by the agency
· Other duties as assigned by the President/CEO

BASIC TRAINING AND EDUCATIONAL REQUIREMENTS
· Bachelor’s degree in human resources, organizational development, business or related area; or Associate’s Degree, plus 3 years of relative HR experience; or PHR and/or SHRM certification plus 3-5 years documented HR experience may substitute for a degree
· HR Certification Institute PHR designation or SHRM CP certification highly preferred
· Supervisory and/or management experience required
· Knowledge of a broad range of human resource strategies and practices, including compensation, performance management, safety, hiring and employee relations; able to apply these strategies and practices in compliance with employment regulations
· Ability to create a culture of diversity, inclusivity, collaboration and teamwork
· Ability to follow written and verbal instructions and to complete reports
· Neat, sharp professional appearance
· Evening and weekends as needed for special events
· Demonstrated communications, interpersonal and organizational skills required
· Ability to relate to and interact with the elderly and disabled
· Ability to work independently
· Proficient in use of Microsoft office products to include TEAMS is required

Twelve hours of continuing education credits will be required each year. Credits may be in an applicable category of choice as approved by the President/CEO.

SALARY: $54,000 - $58,000 (based on experience) plus health, life, dental, vision, disability, PTO, paid holidays, 403b matching retirement plan, mileage reimbursement.
