Utilities Service Technician - Water Resources & Utilities Division

The County of Volusia is seeking an experienced Utilities Service Technician for the Water Resources and Utilities Division. This position will be working throughout Volusia County, and will be responsible for installing, maintaining, repairing; water & sewer mains, manholes, lift stations and water meters, used in water/wastewater utility systems. Candidates should have experience operating a dump truck, backhoe, loader, excavator or other related utility construction equipment. Candidates who have basic computer skills is a plus!  
 
 
Note: may be required to work weekends, holidays, on-call rotations and during storm events or other emergency situations.

  All Assignments
  • Performs accurate record keeping via the Lucity work order system to document all work performed.
  • Operates different types of small equipment and power tools such as pumps, generators, saws, drills, etc.
  • Maintains county-issued electronics including cell phones and laptops. 
  • Maintains, cleans, refuels, and organizes vehicles; stocks vehicle with needed parts and equipment.
  • May be assigned to other county locations based upon operational needs.
  • Attends work on a regular and consistent basis.
  • Must adhere to Federal, State, County and Local ordinances.
  • Responds to emergency situations.
  • Performs other duties as assigned.
   Collections and Distribution
  • Participates with 24-hour emergency on-call response for Utilities Sewer Collection & Distribution.
  • Installs and repairs underground piping and structures.
  • Performs work in the replacement and installation of water meters, reclaim meters and radio read equipment.
  • Responds to low water flow complaints; troubleshoots and repairs water leaks; tests water meters for flow and accuracy.
Maintenance
  • Participates in the 24-hour emergency on-call response for Utilities Maintenance & Lift Stations.
  • Performs general electrical repair and renovation of various types of switches, receptacles, etc.
  • Installs, troubleshoots and repairs pumps, motors, processes equipment and electrical controls.
  • Performs scheduled routine preventative maintenance of assigned facilities/equipment to ensure reliable operation.
  • Utilizes a computer to monitor/diagnose lift station problems and repair of SCADA equipment.
All Utilities Service Technicians must have a high school diploma or GED and possess a valid Florida drivers’ license.  Must obtain a class B CDL License within one (1) year of employment. All certifications must be current.

Trades Worker/Technician I- Trainee - $17.77 (trainee pay $1.00 less than minimum range)
This position performs routine tasks and duties using hand tools, small power tools and light vehicles and equipment. Technicians at this level are not expected to function with the same amount of knowledge or skills as Utilities Service Technicians at a Level II or III and exercises less independent discretion and judgment in matters related to work procedures and methods. Requirements for this position are one (1) year of experience in one of the following: electrical, mechanical or plumbing repair. Within 18 months a Water Distribution III License or Sewer C Collections Certification needs to be obtained (2,080 hours of work and a passing examination are required to obtain license/certificate).  

Promotion to Technician II upon completion of training with receipt of certification and increase to minimum of Technician II pay range or 5% above current salary (whichever is greater). 

NOTE: Trainees will be required to sign a trainee agreement.

Trades Worker/Technician II - $18.77 -$33.43
This position performs semi-skilled work requiring the ability to perform tasks with little supervision. This position is responsible for installing, maintaining, repairing; water & sewer mains, manholes, lift stations, and water meters, used in water/wastewater utility systems and operates an excavator or other related utility construction equipment. Requirements for this position is a Water Distribution III License or Sewer C Collections Certification and a minimum of two (2) years of experience in electrical, mechanical or plumbing repair.

Senior Trades Worker/Technician III - $21.45 - $38.43
This position performs skilled journeyman level work requiring the skill to perform tasks with little to no supervision.  This position is responsible for installing, maintaining, repairing; water & sewer mains, manholes, lift stations, and water meters, used in water/wastewater utility systems and operates an excavator or other related utility construction equipment. Requirements for this position is a Water Distribution II License or Sewer B Collection Certification and a minimum of three (3) years of experience in electrical, mechanical or plumbing repair.  

  • Knowledge of the practices, methods, materials, and tools of one or more of the building trades.
  • Must be able to communicate effectively verbally with supervisors and the general public and understand verbal and written instructions and other communications regarding work assignments and other matters.
  • Ability to perform shop math.
  • Knowledge of occupational hazards and safety precautions of the trade.
  • Skill in the use and care of tools, equipment, and materials assigned to use.
  • Ability to work under stressful conditions.
  • Ability to interact effectively with others.
  • Must be able to relocate to other county locations based upon operational needs.


ADA REQUIREMENTS:

Physical Demands: Medium work to heavy work. Ability to see (depth perception, color, acuity), hear, stand, walk, bend, stoop, reach overhead, climb, grasp, lift, carry, pull, push up to 25 pounds.

Mental Demands: Ability to read and comprehend work orders, safety instructions, maps, blueprints, mechanical drawings, instructions, procedures, memos. Ability to perform shop math. Ability to write simple sentences relaying information, data and details to others.
 
Environmental Demands: Inside and outside work. May require exposure to inclement weather (heat, humidity, cold, rain), hazardous conditions, chemicals, dust, confined spaces and poor ventilation.
