Manage operations of E-ZPass Technology & Toll Analysis to ensure the integrity of all DRPA toll revenue and electronic toll revenue-related processes (approximately 53 million in traffic and around $375 million in toll revenues). Oversee performance of detailed financial analysis, reconciliations and surveillance applications for revenue control. Review and verify detailed reports and audits submitted by the E-ZPass Technology & Toll Analysis staff. Implement initiatives, including recommendations and coordination of new technology changes, to enhance and improve efficiencies in the revenue collection processes. Manage relationships with other NJ E-ZPass agencies, as well as DRPA and other E-ZPass Customer Service Centers (CSC) and ensure DRPA compliance with all E-ZPass Group policies and procedures.
Manage Customer Service Center around $9 million budget. Manage/oversee Conduent (Conduent manages the NJ E-ZPass CSC) relationship including the contract and implementation of the new multi-phase, multi-year software system. This position is integral to the coordination/facilitation of multidepartment communication between Bridge Operations, Public Safety, Cash Assurance and Finance related to toll revenues and E-ZPass issues.

Major Responsibilities And Duties
DESCRIPTION OF TASK
Direct, E-ZPass Technology & Toll Analysis staff in audit activities, and testing and ensuring security of revenue systems. Oversee all electronic toll collection (ETC) activities and reporting of the NJ E-ZPass Customer Service Center (CSC) and back-office operations, including all transaction data, violation activity and processing, anomalies arising due to equipment or systems, and collection efforts associated with ETC operations.
Oversee development, or updating, of Standard Operating Procedures related to E-ZPass processes.
Review and submit appropriate daily, monthly, periodic, annual and other special reports to Executive and Senior Management. Provide accurate revenue, traffic and statistical reports of all DRPA revenue activities to Senior and Executive Management including the consolidation of all DRPA revenues totaling in excess of $375 million per year. Reports all toll revenue to Accounting for inclusion into quarterly and annual financial statements for reporting to Executive Management (CFO and CEO), the Board of Commissioners, rating agencies and bond holders.
Manage Conduent contractual relationship and CSC budget. Ensure NJ E-ZPass Customer Service Center (CSC - Conduent) is updating, testing and conforming to IAG report specifications and DRPA requests.
Assure the accuracy and accountability of DRPA ETC transactional data, and the timely reconciliation of all reports sent to and received from the Customer Service Center (CSC). Oversee the transfer of data from DRPA ETC lanes to CSC and reconcile reports to ensure all toll and violation transactions are processed, and transmitted by TransCore, and received by Conduent.
Identify and compile CSC issues for an action item list, communicate with Conduent and seek resolution of problems identified.
Prepares CSC budget and reviews monthly Conduent and other invoices related to E-ZPass activities to ensure billing accuracy and prompt payment.
System Analyst for the current toll system, works closely with IS and other departments, especially Bridge Operations, for the technical changes necessary to update systems for the new E-ZPass Group and to meet DRPA guidelines and requirements. Project Manager for the TransCore (lane integration) system - ensure the lane integrator is updating, testing and conforming to IAG report specifications and DRPA requests. The Manager submits the required changes related to TransCore and Conduent systems to the respective vendors.
Participates in development of new multi-phase Conduent system, including inter agency communication, testing and other aspects of implementation.
Evaluate revenue collection equipment performance and the need for upgrades, maintenance or repairs. Oversee testing and verification for accuracy of new toll system software upgrades related to auditing and reporting. Evaluate electronic revenue collection processes and make recommendations for process improvement. Monitor the effectiveness of centralized surveillance systems at OPC of all toll facility activities including in-lane Toll Collector activity, toll plaza activity and bridge facility activity, and recommend improvements.
Represent DRPA at weekly and monthly E-ZPass group meetings, NJ E-ZPass and IAG Reciprocity meetings. Participate in RFP reviews, subcommittee planning, policy issue discussions and initiatives to increase national interoperability and represent the DRPA’s best interests in the development of the E-ZPass Eastern HUB for national reciprocity.
Participate in and contribute to developments in toll collection technology advances such as open road tolling (ORT), all electronic tolling (AET or video tolling) and advancements, integration or replacement of present RFID technology with the NJ E-ZPass agencies. Coordinates all toll-related activities for DRPA and all participating agencies with the E-ZPass Group and their customer service centers.
Participate in development of new toll system, including determining business requirements, evaluation of vendors, and implementation (including testing) of new system.
Review and make changes to Image Re-Review for violation transactions to advance through the Conduent system. Update the Fraudulent Plate database using Vector (Conduent back-office software).
Coordinate with Public Safety, DRPA Legal and other IAG member agencies for violation enforcement, processing, collection initiatives, subpoenas and collection efforts Evaluate Image review processes by the CSC and coordinate between the Lane Integrator and the Customer Service Center for any upgrades and /or adjustments as needed.

Required:
- High school diploma or general education degree (GED).
- Bachelor’s degree in accounting, Business, Finance or Information Systems OR a combination of relevant work experience and education OR 7-10 years of auditing experience.
- At least 10 years or more’ experience in accounting and auditing procedures.
- Minimum 8-10 years supervisory or managerial experience over an accounting group or financial analysis group.
- At least 3 years’ experience with ACL or similar query analysis software.
- Mathematical and computational aptitude.
- Advanced level proficiency in spreadsheet applications, report generators, analytical tools such as Excel, including pivot tables, vs. look up data manipulation. Intermediate level proficiency in word processing.
- Prior experience with video surveillance equipment.
- At least 3 years’ experience with electronic tolling systems.
