Job Duties
The Virginia Department of Motor Vehicles is seeking an MFT Application Programmer in its' Information Technology Services (ITS) Architecture Office. In this position, you will provide functions relating to computer support and functional administration of managed file transfer and batch system applications.
This position pro-actively seeks opportunities in the administration of appropriate specialized technical applications, products, and tools to support managed file transfer and data automation projects & initiatives including all necessary integration, configuration, installation, implementation, and technical support.
The incumbent develops solution designs and automation strategies and utilizes specialized technical skills in the recommendation, design, configuration, and implementation of automation applications, products, and tools across the DMV enterprise to address business needs. This position also defines solutions and automation design and maps technical application, product, and tool capabilities to business needs and requirements.

Minimum Qualifications
Technical Qualifications:
- Experience administering Go Anywhere or similar MFT application or RELATED programming experience (i.e Javascript, JSON, .NET, Power Shell)
- Knowledge/Experience working with XML application code.
- Experience with automated workflow scripting, application scripting or other automation applications.
- Experience programming using modern application programming languages.
- Knowledge of EDI data processing and familiarity of the X12 EDI Standard.
- Knowledge/Experience using FTPS, SFTP, HTTPS, SOAP, REST
- Knowledge/Experience generating and utilizing SSH encryption keys.
- Knowledge/Experience with SQL.
- Knowledge/Experience conducting user management (setting user permissions, managing group permissions, setting up authentication)
- Knowledge of Active Directory and/or LDAP authentication.
- Experience working with E-Forms.
- Knowledge of System-to-System Concepts
- Experience with error troubleshooting, log monitoring, technical error resolution, etc.
General Qualifications:
- Knowledge of system administration; change control practices; negotiation; stakeholder management.
- Ability to assemble project teams, assign tasks, develop project schedules, and estimates and determine resources needed
- Ability to manage multiple projects and priorities, resources and meet established deadlines
- Knowledge of IT security & systems architecture, concepts & methodologies
- Ability to read and interpret complex documentation
- Knowledge of PCs and Microsoft office products; research and analysis methodologies.
- Knowledge of statistical analysis and methodology; data collection techniques; program evaluation.
- Proven ability to manage and deliver on stakeholder expectations and the leadership qualities necessary to keep people working together toward common goals.
- Demonstrated ability to communicate clearly (oral and written), to establish trusting working relationships, and to prepare written project status reports; extract and compile data into spreadsheets.
- Ability to develop and implement procedures, guidance, analyses, and recommendations.
- Ability to meet deadlines; track, update, monitor, and maintain and procedures
- Ability to analyze existing automated solutions for necessary impacts and modifications
- Must be resourceful and able to work independently; create win-win situations; gain stakeholder buy-in and develop key relationships.
- Ability to manage vendor relationships and contract deliverables
- Excellent negotiation, writing, and problem-solving skills are needed.
