Occupational Summary

This full-time position at Duke University supports the Sanford School of Public Policy’s Tech Policy Program and the Technology Policy Lab. The Program Fellow will plan, coordinate and administer research, academic programming, and policy development activities. This position is approved for January 1, 2025 through December 31, 2025, but can be extended based on funding and performance.

Organizational Information

Under the leadership of Professors David Hoffman and Ken Rogerson, the Tech Policy program at Sanford applies the school’s expertise and tradition of public service to the many new ways that governments regulate the use of technology and ensure they provide robust cybersecurity and protection of fundamental civil liberties, particularly for underserved communities and historically disenfranchised groups. The program places a priority on assisting students with research and outreach that will make a practical impact. In addition to coursework for undergraduates, graduate students and executives, the program hosts the Tech Policy Lab. The Tech Policy Lab provides a platform for Duke researchers, faculty, students, professional and policy experts, and visiting scholars to promote timely research and insights; stimulate scholarship in cybersecurity and technology-policy areas, and bridge the gap between long-term research and real-world application. The Lab focuses on both Engagement and Research.

Work Performed

Make operational and programmatic decisions that have a significant impact on the successful achievement of program strategies and objectives; develop, coordinate and advise director regarding program policy.

Support and track the work of several small research teams. Liaise with the research team leads and recommend and implement modifications or support structures to ensure program effectiveness.

Plan, coordinate and administer outreach and research meetings, activities and major events on campus and occasionally offsite with partner organizations. Provide logistical support for high-profile visiting speakers. Support a group of Visiting Scholars who will be engaged over the course of a year, traveling periodically to campus to mentor students, advise teams, and participate in events.

Coordinate communications activities to include production support for a podcast series and conceptualizing and writing newsletters, promotional materials for events, course materials, publications, white papers and policy memos. Develop plans and schedules for release of publicity materials. Create and maintain content for website, and promote scholarship and events on social media.

Maintain liaison with other programs, offices and departments at Duke, funding agencies, and private and public sector partners to coordinate program business and to accomplish program objectives.

Prepare budgets and grants; monitor, verify and reconcile expenditure of budgeted funds as appropriate. Process reimbursements for guests and assist with travel arrangements.

Perform other related duties incidental to the work described herein.

Required Qualifications At This Level

Education/Training

Work requires analytical, communications and organizational skills generally acquired through completion of a bachelor's degree program.

Experience

Work requires one year of experience in program administration or involving academic, instructional or counseling activities to acquire skills necessary to plan, coordinate and implement a variety of program activities and events.

A strong background in computer science, data analytics, cybersecurity or technology policy would be preferred.

Skills

Ability to provide guidance and direction to research teams, including setting standards and monitoring performance.

Skills using logic and reasoning to identify the strengths and weaknesses of alternative solutions to problems.

Skills evaluating program performance, summarizing findings, communicating results, and forming an action plan.

Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, and coordination of people and resources.
