Eagle Health Analytics (EHA) is seeking a Business Analyst, with a minimum of ten (10) years of experience with business process and system analysis, design, improvement, and implementation efforts and in translating business process needs into technical requirements. Experience with implementing change management and training support. Expertise with organizational and strategic planning for a wide variety of technical and functional environments. Extensive knowledge in Configuration Management, Strategic Planning, Knowledge Management, and both business and technical analysis.
Key Experience and Skills:
In-depth knowledge of the CDC National Program of Cancer Registries
Responsible for the management of the business analyst personnel
Requires an individual with strong interpersonal and managerial skills that will be responsible to ensure the staff adheres to the Project Management Process
Interviews personnel and conducts on-site observation to ascertain unit functions, work performed, and methods, equipment and personnel used
Documents findings of study and prepares recommendations for implementation of new systems, procedures or organizational changes
Participates in both, the short- and long-term planning design, development, implementation of the overall information systems of the organization
Interacts with all functional levels within the organization and its customers
Responsibility to elicit, analyze, validate, specify, verify, and manage the real needs of the project stakeholders, including customers (SME's) and end-users
Serves as the conduit between the customer community and the software development team through which requirements flow
Involved at highest level throughout the entire software development lifecycle, which could vary depending on the nature of the project
Assigns resources to the project director or project sponsor to document the product's vision and the project's scope
Follows the defined Project Management Process
Identifies project stakeholders and user classes and document user class characteristics
Identifies appropriate representatives for each user class and negotiate their responsibilities
Elicits requirements using interviews, document analysis, requirements workshops, storyboards, surveys, site visits, business process descriptions, use cases, scenarios, event lists, business analysis, competitive product analysis, task and workflow analysis, and/or viewpoints
Writes requirements specifications according to standard templates, using natural language simply, clearly, unambiguously, and concisely
Decomposes high-level business and user requirements into functional requirements and quality requirements, specified in an appropriate level of detail suitable for use by those who must base their work on the requirements
Defines quality attributes, external interfaces, constraints, and other nonfunctional requirements
Represents requirements using alternative views, such as analysis models (diagrams), prototypes, or scenarios, where appropriate
Leads requirements analysis and verification, ensuring that requirement statements are complete, consistent, concise, comprehensible, traceable, feasible, unambiguous, and verifiable, and that they conform to standards
Participates in requirements prioritization
Participates in peer reviews and inspections of requirements documents
Participates in peer reviews and functional testing of work products derived from requirements specifications to ensure that the requirements were interpreted correctly
Enters, manipulates, and reports on requirements stored in a commercial requirements management tool
Defines requirement attributes and facilitates their use throughout the project
Manages requirements traceability information and tracks requirements status throughout the project
Manages changes to base-line requirements through effective application of change control processes and tools
Establishes and implements effective requirements practices, including use and continuous improvement of a requirements process
Assists with the development of the organization's requirements engineering policies, procedures, and tools
Implements ways to reuse requirements across projects
Identifies ways to assist product management in product planning through requirements development and analysis
Proposes new product features and updates
