JOB SUMMARY
Manages business development to know what’s coming and who the organization should partner with. Manages the process of pursuits by identifying opportunities, crafting winning proposals, and ensuring competitive, compliant bids that align with the company’s strategic goals. Manages relationships with Owner, Engineer(s), JV Partners, and internal teams.
FUNCTION & RESPONSIBILITIES
To perform this job successfully, an individual must be able to perform each essential duty
satisfactorily.
- Identify potential opportunities for projects in both public and private sectors.
- Analyze RFPs, RFQs, and SOQs to assess project requirements and risks.
- Oversees the proposal collection and creation of one or more project proposals to ensure all required items of a pursuit request are included prior to the bid submittal deadline.
- Lead the development of pursuit strategies that align with company objectives and competitive positioning.
- Review and analyze alternative technical solutions, value engineering options, and project schedules to optimize proposals.
- Develops and implements the proposal work plans to meet the Owner’s Request for Proposal (RFP) requirements and evaluation criteria collected and created prior to the submission deadline.
- Participates in one on one discussions with the Owner to help ensure we are developing project solutions that achieve the Owners most important project goals.
- Assembles proposal documents in various software formats to ensure all proposal criteria is included prior to submittal deadline.
- Maintains knowledge of the Company's values and strategic plan.
- Support published corporate policies.
- Perform additional assignments per management’s direction.
- Supervisory: Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
MINIMUM QUALIFICATIONS
The requirements listed below are representative of the knowledge, skill, and/or ability required.
Education and/or Experience
- Bachelor's Degree in Engineering or Construction Management preferred.
- 5 years’ project pursuit experience in construction or engineering industry required.
- 10 years’ experience in construction industry, design engineering, estimating or related experience required.
- Experience working with alternative design pursuits (Design Build, Progressive Design Build, CM/GC, CMAR, P3, etc.) required.
- Engineering background preferred.
- Contracts management background preferred.
- Experience working on multiple proposals simultaneously.
- Proven track record in leading the pursuit and proposal process.
- Experience driving construction pursuits preferred.
- Experience working with ROW, Utilities, and Specialty subs preferred.
Certifications and/or Licensing Requirements
- Professional Engineering License (PE/PENG) preferred.
Knowledge, Skills & Abilities
- Leadership and team management: ability to lead multi-disciplinary teams through complex high-stakes proposal processes.
- Capacity to develop winning strategies based on market insights, competitor analysis, and project requirements.
- Able to develop proposal schedules and assign deliverables to the proposal team.
- Proven ability to take on a larger bid proposal or multiple proposals at one time.
- Able to travel for pursuit meetings and Company proposal support, client meetings, pre-bid conferences, and industry events.
- Proven ability to write and edit project summaries, resumes of project personnel, and other
- supporting information.
- Strong communication and organizational skills required.
- Strong written and verbal communication skills, with the ability to present complex information in a clear, compelling way.
- High attention to detail required.
- Able to work in a fast-paced, high-pressure environment required.
- Strong time management and task prioritization skills required to ensure timely submittal of project bids required.
