Primary Purpose
Ensure a well-articulated and coordinated comprehensive Bilingual/ESL program. Provide effective leadership to campuses/districts/charter schools. Provide appropriate professional development and technical assistance to campuses/districts/charter schools.

Master’s Degree
Administrative Certification
Texas Teachers Certification
Bilingual/ESL Certification, required
Central office experience preferred

Team oriented attitude and desire to work collaboratively with ESC staff campus/district/charter school personnel.
Strong organizational, communication, public relations, and interpersonal skills.
Technology competency levels comparable to those required by the State Board of Educator Certification for all beginning teachers.
In-depth knowledge of the Texas Essential Knowledge and Skills, English Language Proficiency Standards, the state assessment and accountability system, and state and federal requirements
Understand cognitive and linguistic needs of English Learners to ensure success for all English Learners
Understand specially designed instruction including second language acquisition methods to ensure success for English learner students.
In-depth knowledge of state and federal funding related to English learners.
In-depth knowledge of data disaggregation and how to use the data to impact district/campus planning
Understanding differentiated instruction to ensure success for all students.
Understand specially designed instruction including accommodations and modifications to ensure success for students with disabilities.
In-depth knowledge of Bilingual/ESL programs implementation, Title III requirements, Content-Based Language Instruction, TELPAS
Experience
A minimum of three years successful experience as a Bilingual/ESL teacher.
A minimum of three years successful experience as a Bilingual/ESL program director or coordinator (Central Office experience preferred)
Successful experience in program development and training campus and district administrators.
Successful experience in an educational leadership position; experience in a supervisory position preferred.

Actively participate in and/or provide leadership for inter-departmental teams to help Improve student performance in the region, improve the ESC internal operations, and meet the established goals and objectives for the ESC.
Is responsive as first point of contact to all stakeholders in the education community.
Demonstrates knowledge of evolving state, federal, and legal requirements and how these requirements impact Bilingual/ESL programs.
Actively assist LEAs with Bilingual/ESL program development and data as it relates to funding and accountability.
Lead the development and provide a specialized coaching model tailored to multiple stakeholders, including district/campus administrators, facilitating their professional growth, and enhancing their effectiveness in supporting English as a Second Language programs.
Collaborate with cross-functional teams to design and implement targeted coaching strategies, provide actionable feedback, and assess outcomes to continually improve ESL education quality.
Actively collaborate with TEA, LEAs, Regional Service Centers, and other national and state organizations as needed
Assist and support district leadership in identifying district needs and provide information concerning ESC services and personnel that could assist in responding to those needs.
Analyze available needs assessment data from regional, state, and national sources.
Establish key performance indicators (KPIs) and metrics for each program initiative to measure success and progress.
Monitor and evaluate the performance of each program initiative regularly, conducting qualitative and quantitative analyses.
Ensure that the performance management process is cyclical and iterative, promoting continuous improvement.
Develop quality training, products, and services reflecting scientifically based research, national and state initiatives, and campus/district/charter school needs in the area of Bilingual/ESL.
Develop and provide quality training for administrators in curriculum content, instructional methodologies, and support structures for students with disabilities and students acquiring English as a second language in integrated settings.
Model effective uses of technology in personal productivity and instructional applications.
Provide technical assistance to campuses/districts/charter schools as needed, as well as appropriate follow-up and follow-along to trainings, products and services provided in Bilingual/ESL.
Evaluate the impact of training, products, and services on student performance, program application, and systems changes around Bilingual/ESL
Participate in designated local, state, and national professional development activities and share information with ESC staff and appropriate regional personnel.
Knowledge of student behavioral and academic challenges, including current models for implementing effective programs to meet student needs.
Provides guidance on best practices related to Bilingual/ESL students who fall under McKinney-Vento statutory requirements and funding, including data analysis, monitoring related attendance, academic success, classification, LPAC, and testing requirements.
Engage in professional development to maintain knowledge and skills in areas related to supporting homeless children and youth
Perform other duties as assigned.

Evaluation
Annual performance evaluation will be performed in accordance with the adopted policies of the Education Service Center Region 11. Employment in this position is contingent upon performance, need, and funding.
